Հոկտեմբերի 23-ին Ամերիկայի Միացյալ Նահանգներ աշխատանքային այցի շրջանակներում ՀՀ արտգործնախարար նախարար Զոհրաբ Մնացականյանը հանդիպեց ԱՄՆ Ազգային անվտանգության հարցերով խորհրդական Ռոբերտ Օ՛Բրայանին։

ՀՀ ԱԳ նախարարն ԱՄՆ Ազգային անվտանգության հարցերով խորհրդականին իրազեկեց Ադրբեջանի սանձազերծած լայնածավալ պատերազմի հետևանքով Լեռնային Ղարաբաղի հակամարտության գոտում ստեղծված իրադրության և ռազմական գործողությունների ընթացքում Ադրբեջանի ԶՈՒ կողմից քաղաքացիական բնակչության և ենթակառուցվածքների զանգվածային թիրախավորման մասին:

Արտգործնախարարը խիստ մտահոգություն հայտնեց Հարավային Կովկասի նկատմամբ Թուրքիայի ծավալապաշտական քաղաքականության կապակցությամբ, որով ձգտում է տարածաշրջանը վերածել անկայունության նոր օջախի՝ օգտագործելով Ադրբեջանը որպես հենակետ: Մնացականյանի խոսքով՝ Ադրբեջանի կողմից սանձազերծված պատերազմում Թուրքիայի անմիջական ռազմական մասնակցությունը և մերձավորարևելյան տարածաշրջանից օտարերկրյա զինյալ ահաբեկիչների ներմուծումը լուրջ սպառնալիք է ողջ տարածաշրջանի անվտանգության համար:

Երկուստեք ընդգծվեց կրակի անհապաղ դադարեցման մասին ձեռք բերված պայմանավորվածությունների կատարման անհրաժեշտությունը: Զրուցակիցները համակարծիք էին, որ Լեռնային Ղարաբաղի հիմնահարցի խաղաղ կարգավորումը հնարավոր է միջազգային մանդատով օժտված միակ ձևաչափի՝ ԵԱՀԿ Մինսկի խմբի համանախագահության շրջանակներում:
