Թուրքիայի անակնկալ առաջարկը Հայաստանի իշխանությանը

Թուրքական Անթալիայում երեկ մեկնարկած դիվանագիտական համաժողովում նախ քննարկել են Հարավային Կովկասի հարցերը։ Հայ–թուրքական բանակցություններում թուրքական կողմի բանագնաց Սերդար Քըլըչը անակնկալ առաջարկ է արել Հայաստանի ներկայացուցչին, որը, նշենք, չափազանց ուշագրավ շերտեր է պարունակում։ Մասնավորապես, խոսելով հայ-թուրքական հարաբերությունների կարգավորման մասին՝ Քըլըչը առաջարկել է հանդիպում անցկացնել Երևանում հենց հաջորդ շաբաթ։

Սերդար Քըլըչն ու Ռուբեն Ռուբինյանը հայ-թուրքական հարաբերությունների կարգավորման գործընթացում մինչ օրս 4 հանդիպում են ունեցել։ Վերջինը տեղի է ունեցել 2022 թվականի հունիսին Վիեննայում, երբ կողմերը պայմանավորվել էին բացել սահմանը երրորդ երկրների քաղաքացիների համար, նաև մի շարք այլ քայլեր ձեռնարկել։

Թուրքական կողմը դրանից հետո կրկին անցել էր կոշտ հռետորաբանության, և այդ պայմանավորվածությունները մինչ օրս չեն կատարվել։

Ի՞նչ նպատակ է իրականում հետապնդում Սերդար Քըլըչի առաջարկը, այն է՝ հանդիպում անցկացնել Երևանում։ Բանն այն է, որ Թուրքիան տևական ժամանակ փորձում է հայ-թուրքական հարաբերությունների կարգավորման բանակցային գործընթացն անցկացնել Երևանում կամ Անկարայում՝ առանց Արևմուտքի կամ այլ երկրների միջամտության։

Հաշվի առնելով քաշային լրջագույն տարբերությունները՝ Թուրքիան օգտագործելու է իր առավելությունները հայկական կողմին նոր զիջումների մղելու համար։ Իսկ բանակցությունները երկու կողմերից վարում են տարբեր կալիբրի գործիչներ, եթե Ռուբեն Ռուբինյանն իր աշխատանքային կարիերան սկսել է միայն 2018 թվականի իշխանափոխությունից հետո և ընդհանրապես դիվանագիտական փորձ չունի, ապա Սերդար Քըլըչն արդեն տասնամյակներ շարունակ Թուրքիայի առաջատար դիվանագետներից մեկն է, եղել է նաև դեսպան ԱՄՆ-ում, ուստի հանդիպումներն առանց միջազգային միջնորդների, միայն երկու երկրների տարածքում անցկացնելով՝ Թուրքիան լուրջ նպատակներ է հետապնդում։

Զարմանալի չէ, որ Ռուբինյանն անակնկալի գալով այս առաջարկից նշել է, որ այն կքննարկեն երեկոյան՝ հասկանալու, թե ինչպես են շարունակելու բանակցային պրոցեսը։
