Ռուբեն Վարդանյանին Բաքվից ազատելու հարցում չպետք է հույսեր կապել Ռուսաստանի հետ, քանի որ նրա Արցախ տեղափոխվելու, պետնախարար նշանակվելու հետ Կրեմլը որևէ առնչություն չի ունեցել, ինչքան էլ լինեն հակառակ պնդումներ:

Նախագահ Վլադիմիր Պուտինը վերջին անգամ Հայաստան է այցելել 2022թ. նոյեմբերի 23-ին՝ ՀԱՊԿ-ի գագաթաժողովին մասնակցելու նպատակով: Պուտինը Հայաստանի վարչապետի հետ հանդիպման ընթացքում հետաքրքրվել է Արցախում առկա վիճակով, որին ի պատասխան Նիկոլ Փաշինյանն ասել է, որ Բաքուն ավելի է կոշտացրել դիրքորոշումը՝ պայմանավորված Ռուբեն Վարդանյանի Արցախ տեղափոխվելու և պետնախարար նշանակվելու իրողությամբ:

Պուտինը դա ընկալել է Ռուսաստանի հասցեին դժգոհության ակնարկ և միանգամից ընդհատել Փաշինյանին, ասելով, որ Ռուսաստանը Վարդանյանի Ղարաբաղ տեղափոխվելու հետ որևէ կապ չունի:

Դառնալով հանդիպմանը ներկա իր երկրի երեք կարևոր գերատեսչությունների ղեկավարներին՝ այդ թվում՝ ՊՆ և ԱԳՆ նախարարներ Շոյգույին և Լավրովին, Պուտինը մեկ-մեկ հարցնում է արդյոք նրանք կապ ունե՞ն պարոն Վարդանյանի նշանակման հետ: Բոլորի պատասխանը նույն էր՝ ոչ, բացառությամբ Լավրովի, ով բացատրում է, որ ռուսական ԱԳՆ-ն ուղղակի տեղյակ է պահվել Վարդանյանի Ստեփանակերտ տեղափոխվելու հետ և միայն այդքանը:

Չբավարավելով այս խոսակցությամբ, հանդիպման ընթացքում որոշվում է տեղում հրավիրել այդ օրը Երևանում գտնվող Արցախի նախագահ Արայիկ Հարությունյանին:

Վերջինս միանում է հանդիպմանը: Վլադիմիր Պուտինը մի քանի նախադասությամբ հարցուփորձ է անում հենց Հարությունյանից Ղարաբաղում տիրող վիճակի մասին: Արայիկ Հարությունյանը նշում է, որ Ռուբեն Վարդանյանին ինքն է հրավիրել Արցախ և նշանակել պետնախարար:

Այս հանդիպումից ուղիղ մեկ ամիս անց՝ դեկտեմբերի 23-ին, Մոսկվայում կայացած Լավրով-Բայրամով համատեղ ասուլիսում Ռուսաստանի և Ադրբեջանի արտգործնախարարներն անդրադարձան նաև պետնախարար Ռուբեն Վարդանյանին։

Սերգեյ Լավրովն ասաց, որ Վարդանյանը Ռուսաստանի հետ որևէ առնչություն չունի. «Վարդանյանի խնդրանքով Ռուսաստանի նախագահը նրան զրկել է քաղաքացիությունից։ Նրա Ղարաբաղ այցելելը որևէ կապ չունի Ռուսաստանի հետ»։

Այդ հանդիպման ընթացքում Բայրամովը Լավրովի ներկայությամբ ոչ կոռեկտ և դիվանագետին ոչ վայել բառապաշար օգտագործեց Վարդանյանի հասցեին:

Ակնհայտ էր, որ Բաքուն ամեն ինչ անելու էր՝ Վարդանյանին Արցախից հեռացնելու կամ նրան ապօրինաբար ձերբակալելու, ինչը տեղի ունեցավ օրեր առաջ Հակարիի անցակետում:

Ռուսաստանը դժվար թե օգնի և կամ ճնշի Բաքվին, որպեսզի Վարդանյանը դուրս գա ադրբեջանական գերությունից, քանի որ չափազանց սերտ են այսօր Մոսկվա-Բաքու կապերը:

Հետևաբար, այդ հարցում Հայաստանը և միջազգային հանրությունն է, որ կարող են որևէ բան անել: Հատկապես Հայաստանը, քանի որ Վարդանյանը ՀՀ քաղաքացի է, ինչպես Բաքվի բանտում պահվող շուրջ չորս տասնյակ հայերը:
