Ավանդույթ կա խոսել պաշտոնավարման 100 օրվա մասին: Ամփոփել՝ ինչ ես հասցրել անել, ինչ խնդիրներ ես արձանագրել, ինչ անելիքներ ես նախանշել, ինչպես ես պատկերացնում զարգացման ուղղություններն ու տեսլականը: Իմ պաշտոնավարման 100 օրվանից 67-ը շրջափակման մեջ է անցել: Այսինքն, 1 600 ժամ շրջափակման մեջ ենք:
 
Այս իրողություններում ձեռքբերում եմ համարում այն, որ Օպերատիվ շտաբը կարողացավ կատարել իր առջև դրված խնդիրները, լուծումներ գտնել ամեն օր ի հայտ եկող նոր մարտահրավերներին և, ամենակարևորը, ամեն կերպ կանխել տարբեր ոլորտներում հնարավոր կոլապսի առաջացումը։
 
Այս 100 օրը, բարդությունների հետ մեկտեղ, զարմանալի բացահայտումների շրջան էր: Ես, առաջին հերթին որպես մարդ, ով ստանձնել է պետնախարարի պաշտոնը,փորձել եմ ուսումնասիրել ու հասկանալ` ինչ է կատարվում պետական համակարգում ու Արցախում: Փորձել եմ թույլ չտալ ձախողվել ծանրագույն ճգնաժամի պայմաններում: Սա միասնական պայքարի ու դիմադրության փուլ է բոլորիս համար: Այս ամբողջ ընթացքում մենք եղել և շարունակում ենք մնալ մշտական արտաքին ճնշման և ներքին հակադրության պայմաններում, որոնց, սակայն, չի հաջողվել խաթարել մեր ծրագրերը:
Պաշտոնավարման սկզբում ուսումնասիրել ենք խնդիրները և կանխորոշել դրանց լուծման ուղիները` առաջնորդվելով հստակ ձևակերպված սկզբունքներով` համակարգային մոտեցում, հետևողականություն, թափանցիկություն, հաղորդակցություն, կարգապահություն, թիմային աշխատանք, ինչպես նաև հավատ սեփական ուժերի, արդարության, իշխանության և ապագայի հանդեպ, հարգանք` գիտելիքի, ավանդույթների և աշխատանքի հանդեպ: Ստեղծել ենք բացառիկ կոլեկտիվ, որում համախմբվել են, կողք կողքի աշխատում ու համագործակցում են կառավարության անդամներ, պատգամավորներ, հանրային ու մասնավոր սեկտորի ներկայացուցիչներ։
 
Այսօր վստահ կարող եմ ասել, թե ինչ է Արցախը: Ավելի քան երկու ամիս տևող այս շրջափակման ժամանակ տեսանք, որ մեր ժողովուրդը չի ցանկանում հանձնվել և հրաժարվել Արցախից: Պատրաստ է հանդուրժել ամեն դժվարություն, ունի բավարար կամք ու համառություն՝ այս փորձությունների միջով անցնելու համար: Արժանի պետք է լինենք այս ժողովրդին առաջնորդելուն: Մենք ունենք ամեն ինչ՝ պատմական այս բարդ փուլը հաղթահարելու համար՝ հավատ, կամք, ոգի ու միասնականություն: Ես հավատում եմ, որ ոգին ու կամքը անգամ չնչին հնարավորության դեպքում կարող են հաջողություն բերել: Ու ես ինձնից կախված ամեն ինչ անելու եմ դրա համար:
Սա երկար ճանապարհի միայն սկիզբն է։
