Բողոքի գործողության ժամանակ «Համախմբում» նախաձեռնության խորհուրդը հանդես եկավ հայտարարությամբ

Հունվարի 23-ին «Համախմբում» նախաձեռնությունը բողոքի գործողություն իրականացրեց ՀՀ Կառավարության դիմաց պահանջելով վարչապետ Փաշինյանի և պաշտպանության նախարար Պապիկյանի հրաժարականները, քանի որ հունվարի 19-ին Գեղարքունիքի մարզում ոչ մարտական պայմաններում 15 ժամկետային զինծառայողների կյանքը խլած ողբերգությունը ՀՀ իշխանությունների կողմից Զինված ուժերի կառավարման հերթական հանցավոր ձախողման հետևանքն է։ Բողոքի գործողության ընթացքում ելույթներով հանդես եկան «Համախմբման» անդամներ՝ Ավետիք Չալաբյանը, Մենուա Սողոմոնյանը, Արամ Պետորսյանը, Աննա Կոստանյանը և հասարակական գործիչներ Կարեն Վրթանեսյանը և Անահիտ Ստեփանյանը։ Բողոքի գործողությունը ավարտվեց սգո երթով դեպի Սուրբ Գրիգոր Լուսավորիչ մայր եկեղեցի։
 
Բողոքի գործողության ժամանակ «Համախմբում» նախաձեռնության խորհուրդը հանդես եկավ հայտարարությամբ․
 
Խորապես ցավակցում ենք հունվարի 18-ի գիշերը ՀՀ ՊՆ N զորամասի կացարանում բռնկված հրդեհից զոհված 15 ժամկետային զինծառայողների ընտանիքներին, հարազատներին, հայ ժողովրդին։
 
Այս ողբերգական դեպքն ի ցույց դրեց ՀՀ Զինված ուժերի կառավարման ոլորտի հանցավոր տապալումը, ինչի առաջին պատասխանատուները վարչապետն ու պաշտպանության նախարարն են, քանի որ զինված ուժերը կառավարության ենթակայության ներքո են, զինված ուժերի ղեկավարումն իրականացնում է պաշտպանության նախարարը, և նշված պաշտոնյաներն են լուծում ոլորտի կառավարման, ֆինանսական միջոցների բաշխման և տնօրինման հետ կապված խնդիրները։
Ինժեներասակրավորային վաշտը լքված տան մեջ տեղեկայելը, ջեռուցումը վառարանի միջոցով ապահովելը, զինվորական ծառայության անվտանգություն չապահովող և մարտական պատրաստականությանը խոչընդոտող պայմանների առկայությունը (փայտե տանիք ու հատակ, ճաղավանդակված պատուհաններ լինելու հանգամանքը, ինչն արգելվում է) ակնհայտ կերպով ցույց է տալիս, որ Բանակի տարբեր ստորաբաժանումների համար անհրաժեշտ նվազագույն զորանոցային պայմաններն ապահովված չեն։ Սա այն դեպքում, երբ 2022 թվականի պաշտպանության բյուջեն, ըստ հունվար-սեպտեմբեր ամիսների տվյալների, թերակատարված է շուրջ 50 մլրդ դրամով կամ 1/6 չափով։ Այս հանգամանքը պաշտպանության ոլորտի հանցավոր ձախողման, տապալման վառ արտահայտությունն է։
 
Դատապարտում ենք ՀՀ բարձրագույն ղեկավարության կողմից ողբերգության պատասխանատվությունը միայն զինվորական կադրերի վրա բարդելու գործելակերպը։ Հայաստանի Հանրապետության անվտանգության ապահովումը վարչապետի և պաշտպանության նախարարի ամենաառաջնային գործառույթն է, ուստի այս ոլորտում կառավարման ու վերահսկողության տապալումը նրանց անմիջական պատասխանատվությունն է։
