Բրյուսելում կայացած Փաշինյան-Ալիև հանդիպմանը նախորդած ադրբեջանական ագրեսիան Ասկերանի շրջանի Փառուխ գյուղի և Քարագլխի լեռնաշղթայի ուղղությամբ փաստորեն իր հանգուցալուծումը չստացավ։
Ասել է թե՝ խնդիրը հրվեց ՌԴ-Ադրբեջան հարաբերությունների դաշտ և որպես գլխավոր խնդիր մատնանշվեց ոչ թե Ադրբեջանի ներխուժումը, այլ ՌԴ խաղաղապահների անգործությունը։
 
Այն, որ այդ դրվագով խաղաղապահները արցախցիների ակնկալիքները չեն արդարացրել՝ չեն կանխել ադրբեջանցիների ագրեսիան և ադրբեջանական զորքերը ելման դիրքեր չեն վերադարձրել, դա ակնհայտ է։
 
Սակայն մեկ այլ՝ ցավոտ դրվագ կա։ Փաստացի Փաշինյանը մակերեսային մտահոգություն է հայտնում ադրբեջանական զորքերի գործողությունների վերաբերյալ, սակայն ցույց տալիս, որ դա ՀՀ կարգավորման խնդիրը չի և որ դա ՀՀ-Ադրբեջան հարաբերություններում չի կարող խոչընդոտ լինել, առավել ևս՝ օրակարգային հարց դառնալ։
 
Մյուս կողմից՝ Ադրբեջանը շարունակում է ամրանալ Քարագլխի այն հատվածներում, որտեղ ներխուժել է, ինչը բավականին մշուշոտ, եթե ոչ անիրատեսական է դարձնում ադրբեջանական ստորաբաժանումների՝ ՌԴ-ի հետ բանակցությունների միջոցով ելման դիրքեր վերադարձը։
 
Սա նշանակում է, որ Քարագլխի շուրջ իրավիճակը կամ շարունակվելու է լարված մնալ՝ անկանխատեսելի զարգացումներով կամ արցախցիներին համոզելու են, որ ճիշտը ստեղծված իրավիճակին և տարածքային կորստին համակերպվելն է։
