«ՀՀ ԶՈՒ ԳՇ վարչական ապարատի տեղեկատվական բաժնի պետ Սամվել Ասատրյանը հայտարարություն է արել՝ ի պաշտպանություն ԳՇ պետ Արտակ Դավթյանի՝ անցնելով կոռեկտության սահմանները:
 
Նշեմ, որ «Լուսավոր Հայաստան» կուսակցության ներկայացուցիչները մշտապես հատուկ հարգանքով և զգուշավորությամբ են արտահայտվում ՀՀ ԶՈՒ մասին, սակայն սույն անձնավորված հայտարարությունը ստիպում է ինձ տալ համապատասխան պատասխան:
 
Որպես ՀՀ ԱԺ Պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովի և Ապրիլյան քառօրյա պատերազմի հանգամանքներն ուսումնասիրող քննիչ հանձնաժողովի անդամ` պնդում եմ, որ քննիչ հանձնաժողովի աշխատանքների ընթացքում բացահայտվել են բավարար փաստեր՝ Արտակ Դավթյանի դեմ քրեական գործ հարուցելու՝ ՀՀ քրեական օրենսգրքի 376-րդ հոդվածի (անփույթ վերաբերմունքը ծառայության նկատմամբ), իսկ որոշակի հանգամանքների բացահայտման դեպքում՝ 299-րդ հոդվածի (պետական դավաճանություն) հատկանիշներով։
 
Նշածս փաստերին քաջատեղյակ են նաև հանձնաժողովում աշխատած իշխանական պատգամավորները, իսկ հանձնաժողովի նախագահ Անդրանիկ Քոչարյանը նույնիսկ արտահայտվել է։ Բառացի մեջբերեմ. «Արտակ Դավթյանը շատ վատ դերակատարում է ունեցել 2016 թվականի ռազմական գործողությունների ժամանակ՝ որպես օպերատիվ վարչության պետ»:
 
Եթե այս ամենին գումարենք նաև պարոն Դավթյանի՝ ԳՇ պետ եղած ժամանակահատվածում զորամիավորման կրճատումը Սյունիքում, Սու-30 ՍՄ կործանիչ ինքնաթիռների անարդյունավետ գնումը, ռադիոհետախուզական միջոցների՝ որպես մետաղի ջարդոն սպառազինությունից հանումը, ինչպես նաև նրա նախկին գործունեության մի շարք հայտնի ու անհայտ խնդրահարույց դրվագներ, ակնհայտ հարցեր են առաջանում Արտակ Դավթյանի պաշտոնավարման և Հայաստանի Հանրապետության շահերի հետ նրա գործունեության համատեղելիության վերաբերյալ:
 
Կարծում եմ` «Լուսավոր Հայաստան» խմբակցության բոլոր անդամների պնդումները Արտակ Դավթյանի և նրա գործունեության վերաբերյալ փաստարկված են և նույնիսկ բավական մեղմ:
 
Լիահույս եմ, որ Դավթյանի գործունեության մանրամասները կուսումնասիրվեն իշխանափոխությունից հետո՝ համապատասխան քրեական գործերի շրջանակում:
 
Հ.Գ. Երկրում անիշխանությունն ու քաոսն այնքան են խորացել, որ ենթակա մարմինները սկսել են հոխորտալ վերադասի նկատմամբ»,-ֆեյսբուքյան էջում գրել է Գորգիսյանը։
