Արցախը անպայման ունենալու է պաշտպանական ինստիտուտ։ Այլ հարց է՝ կկոչվի բանակ, պաշտպանական ուժեր կամ պաշտպանական զորքեր, բայց ֆունկցիոնալ առումով Արցախն ունենալու է բանակ։ Այս մասին ասել է Արցախի նախագահի աշխատակազմի ղեկավար Արտակ Բեգլարյանը՝ նշելով, որ բանակն է ապահովելու Արցախի ժողովրդի անվտանգությունը ռուս խաղաղապահների անվտանգության երաշխիքներին զուգահեռ։ Այս մասին գրում է Hetq.am-ը։

«Իհարկե, Ադրբեջանը շատ կուզեր, որ Արցախում ոչ մի զինված մարդ չլիներ, կարծում եմ՝ շատ կուզեր նաև, որ ռուս խաղաղապահ էլ չլիներ։ Ադրբեջանի ցանկությունն այս առումով որևէ նշանակություն չունի»,-հայտարարեց Արտակ Բեգլարյանը։

Անհետ կորածների և գերիների հարցերը հետպատերազմական Հայաստանում և Արցախում ամենացավոտն են։ Զոհերի աճյունները հայտնաբերելուց հետո էլ երկար ժամանակ է պահանջվում նույնականացման համար։

Արցախի նախագահի աշխատակազմի ղեկավարի համար ակնհայտ է, որ նույնականացման ոլորտում մեծ խնդիրներ են եղել։ Մարմինների հավաքագրման, դիահերձարան տեղափոխելու, դիահերձարանից մեկ այլ դիահերձարան տեղափոխելու ժամանակ տվյալների փոխանցումը ձգձգումով է եղել, բայց ամենամեծ խնդիրը եղել և մնում է ԴՆԹ հետազոտությունների անցկացումն ու տվյալների վերլուծությունը։

Հունվարին ԴՆԹ երկրորդ սարքի տեղադրմամբ մի փոքր արագացվեց գործընթացը, որը հնարավոր էր ավելի շուտ իրականացնել։ Հարյուրավոր մարմիններ դեռևս ճանաչված չեն։

Արցախում կասկածներ ունեն, որ զոհվածների մի մասին հուղարկավորել են: Ադրբեջանական կողմը թաղել է մարտական գործողությունների ժամանակ կամ դրանից հետո։ Կոնկրետ դեպքերում մասսայական գերեզմանները բացվել են, բայց դեռ այս ուղղությամբ աշխատանքներ կան կատարելու։

Զոհերի աճյունները և գերիներին վերադարձնելու գործընթացը Ադրբեջանը միտումնավոր ձգձգում է։ Ամենացավոտ հարցը գերիների վերադարձն է։ Ադրբեջանը թաքցնում է գերիների տվյալները։ Արտակ Բեգլարյանը դժվարանում է գերիների հստակ թիվ ասել, բայց նշում է՝ Խծաբերդի 59 հոգուց բացի կան տասնյակ այլ դեպքեր՝ քաղաքացիական անձանց և ռազմագերիների։
