Պետք է հաշվի առնել, որ առանց Ռուսաստանի հացահատիկի գործարքն անվտանգային ռիսկեր է պարունակում։ Կրեմլում չգիտեն, թե որ երկրներն են պատրաստ իրենց վրա վերցնել այդ ռիսկերը, հայտարարել է ՌԴ նախագահի մամուլի քարտուղար Դմիտրի Պեսկովը:

Հացահատիկի գործարքը դադարեցվել է հուլիսի 18-ից, սակայն ՌԴ նախագահի մամուլի քարտուղար Դմիտրի Պեսկովը հայտարարել է` Ռուսաստանն անհապաղ կվերադառնա դրա իրականացմանը, երբ գործարքի՝ ՌԴ–ին առնչվող հատվածն իրականացվի։ Ռուսաստանի նախագահ Վլադիմիր Պուտինն ավելի վաղ ասել էր, որ Ռուսաստանի նկատմամբ գործարքի պայմանները չեն կատարվել՝ չնայած ՄԱԿ-ի ջանքերին, քանի որ արևմտյան երկրները չեն պատրաստվում կատարել խոստումները:
 
«Այստեղ, անշուշտ, հարց կա, որը մեկնաբանության կարիք ունի մեր զինվորականների կողմից, չէ որ խոսքն այն գոտու մասին է, որն անմիջականորեն մոտ է մարտական գործողությունների շրջանին։ Առանց համապատասխան երաշխիքների այնտեղ որոշակի ռիսկեր են առաջանում։ Հետևաբար, եթե ինչ-որ բան ձևակերպվի առանց Ռուսաստանի, ապա այդ ռիսկերը պետք է հաշվի առնվեն։ Մենք չենք կարող ասել, թե որքանով և որ երկրներն են պատրաստ իրենց վրա վերցնել այդ ռիսկերը», — ասել է Պեսկովը լրագրողներին։

Նրա խոսքով ՝ հացահատիկի գործարքի իրականացման գոտին Կիևի վարչակարգի կողմից օգտագործվում է մարտական նպատակներով, դա կարևոր կետ է, որի մասին չպետք է մոռանալ:

Պատասխանելով այն հարցին, թե կարող էր արդյոք Ուկրաինան հացահատիկի միջանցքներն օգտագործել հուլիսի 17-ին Ղրիմի կամրջի վրա հարձակվելու համար` նա նշել է, որ այդ կապակցությամբ կոնկրետ ինչ-որ բան չի կարող ասել:

«Բայց դուք գիտեք, որ մեր զինվորականներն էլ բազմիցս խոսել են այն մասին, որ Ուկրաինան այդ հացահատիկային միջանցքներն օգտագործում է մարտական նպատակներով»,-ասել Է ՌԴ նախագահի մամուլի քարտուղարը:

Սևծովյան հացահատիկային նախաձեռնությունը, որը 2022 թվականի հուլիսի 22-ին ստորագրեցին Ռուսաստանի, Թուրքիայի, Ուկրաինայի և ՄԱԿ-ի ներկայացուցիչները, ենթադրում է ուկրաինական հացահատիկի, պարենի և պարարտանյութերի արտահանումը Սև ծովով երեք նավահանգիստներից` ներառյալ Օդեսան։ Նավերի տեղաշարժի համաձայնեցմամբ զբաղվում է Ստամբուլում տեղակայված Համատեղ համակարգող կենտրոնը։

Հացահատիկային նախաձեռնությունը փաթեթային պայմանավորվածության բաղկացուցիչ մաս է կազմում։ Երկրորդ մասը՝ Ռուսաստան-ՄԱԿ հուշագիրը, որը նախատեսված է երեք տարվա համար, նախատեսում է Ռուսաստանից պարենի և պարարտանյութերի արտահանման ապաշրջափակում, հիմնական խնդիրների թվում նշվում է «Ռոսսելխոզբանկի» վերամիավորումը SWIFT-ին, գյուղատնտեսական տեխնիկայի, պահեստամասերի և սպասարկման մատակարարումների վերսկսումը, «Տոլյատի-Օդեսա» ամոնիակատարի աշխատանքի վերականգնումը և մի շարք այլ միջոցառումներ:

Մոսկվայում նշում են, որ փաթեթային պայմանավորվածության այդ մասը չի կատարվել։

Վլադիմիր Պուտինը բազմիցս ասել է, որ Արևմուտքը ուկրաինական հացահատիկի մեծ մասն արտահանում է իր երկրներ, իսկ գործարքի գլխավոր նպատակը՝ հացահատիկի մատակարարումը կարիքավոր երկրներին, այդ թվում՝ աֆրիկյան պետություններին, այդպես էլ չի իրականացվել։
