2020թ. օգոստոսի 9-ին՝ ժամը 16.00-ի սահմաններում, Մեղրի-Երևան ավտոճանապարհի 199-րդ կմ հատվածում իրար են բախվել «Մերսեդես-Բենց Ակտրոս 4141» մակնիշի և «Տոյոտա 4 Ռաններ» մակնիշի ավտոմեքենաները, որի հետևանքով «Տոյոտա 4 Ռաններ» մակնիշի ավտոմեքենայի վարորդը՝ Երևան քաղաքի 48-ամյա բնակիչը, վերջինիս 36-ամյա կինը և նրանց երկու անչափահաս երեխաները ստացած մարմնական վնասվածքներից մահացել են:

Դեպքի առթիվ ՀՀ քննչական կոմիտեի Սյունիքի մարզային քննչական վարչության Սիսիանի քննչական բաժնում հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 242-րդ հոդվածի 3-րդ մասով (ճանապարհային երթևեկության անվտանգության ապահովմանն ուղղված պահանջները կամ ճանապարհային երթևեկության կամ տրանսպորտային միջոցների շահագործման կանոնները խախտելը, որն անզգուշությամբ առաջացրել է երկու կամ ավելի մարդու մահ՝), որի նախաքննության կատարումը հանձնարարվել է քննչական խմբին:

Կատարվել է դեպքի վայրի, տրանսպորտային միջոցների և դիակների զննություն, նշանակվել են դատաբժշկական և դիակի դատաբժշկական, դատաավտոտեխնիկական և դատատեխնիկական համալիր փորձաքննություններ, հարցաքննվել են մի շարք անձինք:
