Իրանում Հայաստանի դեսպան Արտաշես Թումանյանը հանդիպել է այդ երկրի փոխարտգործնախարար Աբբաս Արաղչիի հետ: Թումանյանը նրան է ներկայացրել նոյեմբերի 9-ի եռակողմ համաձայնագրից հետո Հայաստանում ու Արցախում առկա իրավիճակը: Քննարկվել է իրադարձությունների զարգացման հետագա ընթացքը, նաեւ հայ-իրանական հարաբերության եւ համատեղ աշխատանքի հեռանկարը:

Իրանի արտգործնախարարությունն օրերս տեղեկություն էր տարածել այդ երկրի արտգործնախարարի Հայաստան հնարավոր այցի մասին: Հայաստանի դեսպանի հետ Արաղչին թերեւս հանդիպել է հասկանալու համար՝ արդյոք իմաստ ունի Ջաֆար Զարիֆի այցը Հայաստան: Արդյոք Հայաստանը ներկայումս իրենից ներկայացնում է քաղաքական այնպիսի սուբյեկտություն, որը թույլ կտա քննարկել եւ պայմանավորվել լուրջ հարցեր:

Ընդ որում, այդ հարցադրումը բոլորովին զգայական չէ: Առկա է իրողություն՝ պատերազմում հայկական կողմի ծանր պարտությունը: Ընդ որում, Հայաստանի եւ Արցախի քաղաքական ղեկավարները իրենք են հայտարարել, որ եռակողմ համաձայնությունը եղել է փրկություն, այլապես պարտությունն ու Արցախի կորուստը լինելու էր լիակատար:

Այդպիսով, շոշափելի հեռանկարում իրավիճակ թելադրելու է նա, ով «փրկել է», այսինքն՝ Ռուսաստանը: Դա է իրողությունը, ըստ այդմ Իրանի պարագայում առաջանում է Հայաստանի ներկայիս քաղաքական ղեկավարության հետ երկխոսության իմաստի հարցը: Դա չի նշանակում անշուշտ, թե իմաստը բացառված է ընդհանրապես: Բայց այն ունի սահմանման կարիք, եւ Թեհրանն անշուշտ փորձում է հասկանալ, թե ինչ ուղղությամբ է հնարավոր իմաստավորել Հայաստանի հետ հետպատերազմյա երկխոսությունը:

Հատկանշական է, որ այդ հարցը դիտարկվում է Աբբաս Արաղչիի մակարդակով: Բանն այն է, որ դեռեւս պատերազմի ընթացքում նա Իրանի նախագահի հատուկ բանագնացն էր, որը այցելեց Երեւան, Մոսկվա, Բաքու եւ Անկարա՝ Իրանի առաջարկը քննարկելու համար: Թեհրանը գուցե հույս էլ չուներ, թե Մոսկվան ու Անկարան կընդունեն այն, եւ թերեւս փորձում էր միջոցով հասկանալ, թե ինչ է կատարվում կամ ինչ կարող է կատարվել:

Մոսկվան ու Անկարան պայմանավորվել են առանց Թեհրանի, մերժելով Աստանայի ձեւաչափի իրանյան առաջարկը: Իրանը գործնականում կորցրել է հյուսիսային սահմանի ռազմավարական «անդորրը»: Թեհրանը տարիներ շարունակ հայտարարել է, թե չի հանդուրժի երրորդ երկրի ռազմական ներկայություն այդ սահմանում: Ներկայում այնտեղ է Թուրքիան՝ Ադրբեջանի եւ ահաբեկիչների միջոցով:
