«Փաստ» օրաթերթը գրում է.

Պետական ինստիտուտները, մասնավորապես իրավապահ համակարգը իշխող ուժի անձնական գործիքի վերածելը ամենակարճ ճանապարհն է դեպի քաղաքական ինքնակործանում։ Այն գործընթացը, որը ներկայում իրականացվում է Գագիկ Ծառուկյանի դեմ՝ «գործեր կարելու», սեփականությունը զավթելու և քաղաքական ազդեցությունը չեզոքացնելու տեսքով, տիպիկ է այն վարչակարգերին, որոնք կորցրել են կառավարման ռացիոնալ ուղին և անցել են բռնաճնշումների ռելսերի։ Մեկ անձի հրամանով ամբողջ իրավապահ համակարգի մոբիլիզացումն ընդդեմ կոնկրետ գործչի, իրականում ոչ թե ուժի, այլ համակարգային վախի ու անելանելիության ցուցադրություն է։ Սակայն միջազգային փորձը հստակ հուշում է՝ իրավապահներին «դահիճի» դերում հանդես գալ ստիպող իշխանությունը հենց իր ձեռքով է սկսում իր իսկ կործանման հաշվարկը։

Նմանատիպ սցենարների պատմական օրինակները՝ Ֆիլիպինների Մարկոսի ռեժիմից մինչև Պերուի Ֆուխիմորիի կամ Ուկրաինայի Յանուկովիչի «ընտանիքի» իշխանավարումը, ապացուցում են մի պարզ իրողություն. դահիճները, որոնք այսօր կատարում են իշխանության «պատվերները» և «գործեր կարում» ընդդիմախոսների դեմ, երբեք հավատարիմ չեն մնում։ Այդ համակարգի գործիչները՝ քննիչները, դատախազները, դատավորները, չունեն սկզբունքներ, նրանք ծառայում են բացառապես ուժին։ Հենց իշխանությունը թուլանում է կամ քաղաքական կոնյունկտուրան փոխվում է, նույն այդ իրավապահներն առաջինն են դառնում նախկին «տերերի» դեմ ցուցմունք տվողները՝ սեփական կաշին փրկելու համար։ Գագիկ Ծառուկյանի նկատմամբ սանձազերծված այս արշավը ոչ միայն հարվածում է երկրի տնտեսական հեղինակությանն ու իրավական անվտանգությանը, այլև իշխանության համար ստեղծում է մի վտանգավոր բումերանգ։ Իրավապահ համակարգի անկախությունը ոչնչացնելով՝ իշխանությունը վերացնում է վաղվա օրվա իր սեփական անվտանգության միակ երաշխիքը։ Պատմությունը դաս չի տալիս նրանց, ովքեր կարծում են, թե օրենքը ոտնահարելով՝ հնարավոր է անվերջ պահպանել իշխանությունը, քանի որ վաղ թե ուշ այն նույն իրավական գործիքակազմը, որն օգտագործվում է Ծառուկյանի դեմ, հարվածելու է հենց հրահանգավորողներին, և այդ ժամանակ նրանց չեն օգնելու ո՛չ ինստիտուցիոնալ անհավատարմությունը և ո՛չ էլ այն նույն իրավապահները, որոնց այսօր սովորեցնում են կատարել ցանկացած անօրինական հրաման։
