ՌԴ նախագահ Պուտինն այսօր խորհրդակցություն է անցկացրել ԱԳ, պաշտպանության նախարարների եւ այլ պաշտոնյաների հետ, Ղարաբաղի իրավիճակի կապակցությամբ։

ԱԳ նախարար Լավրովն ասել է, որ նկատելի են նոյեմբերի 9-ի ստորագրված եռակողմ հայտարարության կատարումը կանգնեցնելու փորձեր: «Ցավոք, միտում կա: Մենք զգում ենք դա, որ փորձում են կագնեցնել Ռուսաստանի, Հայաստանի և Ադրբեջանի ղեկավարների միջև նոյեմբերի 9-ին ստորագրված հայտարարության կատարումը, փորձում են թույլ չտալ, որ այդ հայտարարությունն ամբողջությամբ կատարվի, թեև բոլորը ստիպված են ընդունել, որ այն հաջողությամբ իրականացվում է: Խաղաղապահ առաքելության բնույթը փոխելու փորձերը մենք նույնպես տեսնում ենք, դեռ թաքուն, բայց դրանք նույնպես տեղի են ունենում», ասել է Լավրովը:

Նրանք, ովքեր փորձում են արգելակել Մոսկվայի, Երեւանի եւ Բաքվի միջեւ Ղարաբաղի հարցով եռակողմ համաձայնության իրագործումը, պետք է հասկանան, որ այդ փաստաթղթի այլընտրանքը պատերազմն է, ի պատասխան ասել է Պուտինը, ավելացնելով, որ իր համար անսպասելի էր այդ հանգամանքը։

Հայկական կողմում կարծես թե խնդիր չկա, քանի որ քաղաքական ղեկավարությունը եւ ընդդիմությունն ընդունել են այդ փաստաթուղթը եւ զբաղված են լիովին այլ գործերով։ Հանրությունը դեռ շոկի մեջ է եւ առայժմ կողքից հետեւում է իշխանություն-ընդդիմություն պայքարին, որը թվում է համակերպվածության նշան է։

Բաքվի կողմից պայմանավորվածությունը խախտելու պարագային Պուտինն Աբխազիայի եւ Օսիայի օրինակով զգուշացրել է, որ այդ դեպքում Ռուսաստանը կարող է ճանաչել Ղարաբաղը։

Խնդիրներ կան Թուրքիայի հետ, թուրք զինվորականների եւ մոնիտորինգի կենտրոնի տեղակայման կապակցությամբ։ Միեւնույն ժամանակ, Թուրքիայի պարագան առանձնահատուկ է։ Օրինակ, երբ տարիներ առաջ թուրքերը խոցեցին ռուսական օդանավը եւ սպանեցին ռուս դեսպանին, Մոսկվան դա վերագրեց երրորդ ձեռքին, այսինքն՝ Արեւմուտքին։ Ըստ այդմ, կարելի է եզրակացնել, որ Ռուսաստանը եռակողմ հայտարարության տապալման փորձերի մեջ նկատի ունի Արեւմուտքին։ Առավել եւս, որ այդ մասին նախօրեին հայտարարել էր ՌԴ Արտաքին հետախուզության ծառայության ղեկավար Նարիշկինը։

Այս պարագայում հետաքրքիր է Ղարաբաղի ճանաչման խնդիրը, որ բավական ակտիվ շրջանառվում է Ֆրանսիայում եւ ԱՄՆ-ում, խորհրդարանների մակարդակով։ Արդյոք դա Մոսկվայում համարվում է հայտարարության կատարման խափանման փորձ։

Միեւնույն ժամանակ, չի բացառվում Թուրքիայի կամ նրա թիկունքում ինչ որ ուժերի ռազմական սադրանքի հրահրումը, եւ այդ պարագայում Մոսկվան կարող է ճանաչել Ղարաբաղը, իր ռազմական ներկայությունը պահպանելու համար։ Եթե Մոսկվան ճանաչի, ապա ինչ պետք է անեն մյուս համանախագահները, եթե ոչ նույնպես ճանաչեն, ինչը լիովին փոխում է իրավիճակը։

Թվում է կալամբուր, սակայն ինքնին պատերազմից հետո ստեղծված իրավիճակը չափազանց բարդ է ու խճճված։ Ռուսաստանը մնացել է Մինսկի խմբի ու եռակողմ հայտարարության «արանքում», թեեւ ակտիվ փորձեր է անում հարթելու այդ հանգամանքը։ Մյուս կողմից, Ղարաբաղում եռակողմ հայտարարության իրականացումը ստեղծում է լրացուցիչ բարդություններ ռուսական ռազմական ներկայության համար։ Մասնավորապես հայկական զորքի դուրս բերումից հետո Քարվաճառի եւ Քաշաթաղի շրջանների հանձնումը օղակի մեջ է առնելու Ղարաբաղը, դրանից բխող հետեւանքներով։
