«Փաստ» օրաթերթը գրում է.

Կոռուպցիայի կանխարգելման հանձնաժողովը (ԿԿՀ) մերժել է «ՀայաՔվե» հասարակական-քաղաքական միավորման համակարգող Ավետիք Չալաբյանի դիմումի հիման վրա Նիկոլ Փաշինյանի նկատմամբ վարքագծի կանոնների առերևույթ խախտման վերաբերյալ վարույթի հարուցումը։ Չալաբյանն իր դիմումով պահանջում էր արձանագրել գործող վարչապետի կողմից «Հանրային ծառայության մասին» օրենքի և պաշտոնատար անձանց Վարքագծի կանոնագրքի խախտումները, որոնց հիմքում ընկած էին նախընտրական քարոզարշավի ընթացքում Փաշինյանի հնչեցրած հրապարակային հայտարարություններն ու ընդդիմադիր գործիչների հասցեին ուղղված սպառնալից արտահայտությունները, ինչպես նաև խորհրդարանի ամբիոնից հնչեցված վիրավորական ձևակերպումները։ Հանձնաժողովը, սակայն, մերժել է վարույթների հարուցումը՝ պատճառաբանելով, թե քարոզարշավի ժամանակ վարչապետը գտնվել է արձակուրդում, իսկ հանրային ու պատգամավորական հարթակներից հնչող կոշտ հռետորաբանությունը տեղավորվում է քաղաքական խոսքի ազատության լայն սահմաններում։

Այս ամենը, սակայն, ընդամենը մեկ դրվագ է Ավետիք Չալաբյանի և նրա կողմից համակարգվող «ՀայաՔվե» նախաձեռնության ծավալած գործունեության մեջ։ Հարկ է հիշեցնել, որ Ավետիք Չալաբյանն ու «ՀայաՔվե» միավորումը պարբերաբար տարբեր պաշտոնական դիմումներ, բողոքներ ու հարցապնդումներ են ուղղել պետական ամենատարբեր կառույցներին ու իրավապահ համակարգին՝ կապված պետական մարմինների ակնառու անգործության, թույլ տրված կամայականությունների և իշխանությունների օրինախախտումների հետ։ Նման քայլերով նրանք փորձել են կանխել համակարգային ապօրինությունները և ստիպել պետական մարմիններին գործել բացառապես իրենց լիազորությունների շրջանակներում։

Բայց այս ընթացքը բախվեց պետական կառույցների անթաքույց դիմադրությանը. համապատասխան պետական կառույցները, փոխանակ կանխելու և սանձելու իշխանությունների կողմից դրսևորվող բռնատիրական բացահայտ ձգտումներն ու օրինախախտումները, գործնականում ստանձնեցին դրանք քողարկելու դերը։ Իրավական ճանապարհով արդարության հասնելու, պետական ապարատի անգործությունը վեր հանելու և համակարգի սխալները հետևողականորեն բարձրաձայնելու այս անդադար պայքարը, ի վերջո, ավարտվեց նրանով, որ արդեն հետընտրական փուլում Ավետիք Չալաբյանը կալանավորվեց։ Փաստացի, օրինականության վերականգնում պահանջող և ապօրինությունները բացահայտող քաղաքական գործչին մեկուսացնելով՝ համակարգը ևս մեկ անգամ ցույց տվեց, որ իրավական պետության սկզբունքները փոխարինվել են քաղաքական հաշվեհարդարի ու ճնշումների գործելաոճով, իսկ իրավապահ ու վերահսկողական կառույցները շարունակում են քողարկել իշխանական համակարգի բոլոր սայթաքումներն ու բռնաճնշումների փաստերը։
