Ադրբեջանի զինուժի գործողությունների հետևանքով Արցախում մինչ օրս առնվազն 46 քաղաքացիական անձ է զոհվել

Ադրբեջանի զինված ուժերի գործողությունների արդյունքում սեպտեմբերի 27-ին սանձազերծված պատերազմի սկզբից մինչ այս պահն Արցախում առնվազն 46 քաղաքացիական անձ է զոհվել, առնվազն 144-ը` վիրավորվել:

Այս մասին նոյեմբերի 4-ին հրավիրված մամուլի ասուլիսի ընթացքում ասաց Արցախի Մարդու իրավունքների պաշտպան Արտակ Բեգլարյանը:

«Փաստահավաք առաքելության շրջանակում արձանագրել ենք` զոհված առնվազն 46 քաղաքացիական անձ, առնվազն 144 վիրավոր՝ քաղաքացիական անձանց շրջանում: Հարձակումների մի մասն իրականացվել է կասետային զինատեսակներով, որը միջազգային մարդասիրական իրավունքով արգելված զինատեսակ է, հատկապես քաղաքացիական օբյեկտների շրջանում կիրառվելու պարագայում: Մեր կորուստների ու վիրավորների զգալի մասը հենց կասետային զինատեսակների կիրառման հետևանքով է եղել»,- ասաց Բեգլարյանը:

Արտակ Բեգլարյանը հավելեց, որ զգալի վնասներ են հասցվել նաև քաղաքացիների անշարժ և շարժական գույքին, ինչպես նաև հասարակական և արտադրական ենթակառուցվածքներին:

«Ավելի քան 13 800 անշարժ մասնավոր գույք է վնասվել, ավելի քան 3 100 ենթակառուցվածքներ, հանրային և արտադրական նշանակության օբյեկտներ են վնասվել, դրանց թվում` էլեկտրամատակարարման կայաններ, ցանցեր, ջրամատակարարման ու գազամատակարարման համապատասխան ենթակառուցվածքներ: Առնվազն 2 100 մեքենա կամ շարժական գույք է վնասվել»,- նշեց Արցախի ՄԻՊ-ը:

Արցախի Մարդու իրավունքների պաշտպանն ընդգծեց, որ Ադրբեջանի զինված ուժերը շարունակում են դիտավորյալ թիրախավորել քաղաքացիական բնակչությանն ու օբյեկտները, ինչը հերթական ապացույցն է, որ ադրբեջանական կողմը չի պահպանում միջազգային մարդասիրական իրավունքի կանոններն ու քաղաքական պայմանավորվածությունները:

Արցախի դեմ սեպտեմբերի 27-ից Ադրբեջանի` Թուրքիայի և վարձկան-ահաբեկիչների աջակցությամբ սանձազերծած ռազմական գործողությունների ընթացքում երեք անգամ` հոկտեմբերի 10-ին Ռուսաստանի, հոկտեմբերի 18-ին Ֆրանսիայի, հոկտեմբերի 26-ին ԱՄՆ-ի միջնորդությամբ հայտարարվել է հրադադարի մասին, սակայն ուժի մեջ մտնելուց րոպեներ անց Ադրբեջանը խախտել է դրանք, ձեռնարկել դիվերսիոն գրոհներ, հրետակոծել առաջնագիծն ու խաղաղ բնակավայրերը։
