Ուժեղ տնտեսությունը հավասարազոր է ուժեղ պետության։ Այս պարզ ճշմարտությունը հատկապես ակնհայտ է դառնում այն ժամանակ, երբ երկիրը կանգնած է բազմաշերտ մարտահրավերների առաջ՝ սկսած սոցիալ-տնտեսական խնդիրներից մինչև արտաքին վտանգներ։ Նման պայմաններում պետության կայունությունն ու զարգացումը կախված են ոչ միայն քաղաքական հայտարարություններից, այլ առաջին հերթին արդյունավետ կառավարման ունակությունից։

Այսօր Հայաստանի համար առանցքային հարցերից մեկը մնում է այն, թե ով կարող է իրական պատասխանատվություն ստանձնել և առաջարկել գործնական լուծումներ։ Պարզ է, որ միայն ուժեղ կառավարչական հմտություններ ունեցող, մեծածավալ ծրագրեր իրականացնելու փորձ ունեցող և պատասխանատվության զգացում ունեցող անձը կարող է դառնալ հենարան երկրի համար։
Այս համատեքստում առանձնանում է գործարար և բարերար Սամվել Կարապետյանի կերպարը։ Նրա գործունեությունը տարիներ շարունակ կապված է եղել խոշոր տնտեսական նախագծերի իրականացման, ներդրումների ներգրավման և կառավարման արդյունավետ մոդելների կիրառման հետ։ Այդ փորձը այսօր կարող է կարևոր նշանակություն ունենալ Հայաստանի համար, որտեղ տնտեսության վերականգնումը և զարգացումը դարձել են առաջնահերթ խնդիր։

Կարապետյանի մոտեցումները հիմնված են երկարաժամկետ ռազմավարության վրա՝ ուղղված արտադրության զարգացմանը, ներդրումային միջավայրի բարելավմանը և սոցիալական խնդիրների լուծմանը։ Նրա կողմից առաջարկվող ծրագրերը շեշտադրում են տնտեսական ակտիվության խթանումը, աշխատատեղերի ստեղծումը և մարդկանց կենսամակարդակի բարձրացումը։ Սա այն ուղին է, որով հնարավոր է ոչ միայն հաղթահարել առկա դժվարությունները, այլև ձևավորել կայուն զարգացման հիմքեր։

Միևնույն ժամանակ ակնհայտ է, որ տնտեսության ուժեղացումը պետք է ուղեկցվի արդյունավետ կառավարման համակարգով, որը կկարողանա ապահովել ծրագրերի իրականացման շարունակականությունն ու վերահսկողությունը։ Այս տեսանկյունից կարևոր է ոչ միայն գաղափարների առկայությունը, այլ նաև դրանց կյանքի կոչելու կարողությունը։

Այսօր, երբ երկրի սոցիալ-տնտեսական վիճակը շարունակում է մնալ ծանր, իսկ հանրության սպասումները՝ բարձր, պահանջվում են ոչ թե փորձարկումներ, այլ հստակ գործողություններ և պատասխանատու առաջնորդություն։ Հայաստանի զարգացման հաջորդ փուլը կախված է այն բանից, թե որքան արագ և արդյունավետ կկազմակերպվեն տնտեսական վերափոխումները։

Գործարար և բարերար Սամվել Կարապետյանն այժմ ի վիճակի է ձևավորել ուժեղ կառավարություն, որը կարող է հաջողությամբ հաղթահարել առկա մարտահրավերներն ու ճգնաժամերը։ Նրա առաջնահերթությունը երկրի ամրապնդումն է և բնակչության սոցիալական վիճակի բարելավումը, ինչը կարող է դառնալ Հայաստանի զարգացման նոր փուլի մեկնարկ՝ վերականգնելով վստահությունը պետության նկատմամբ և ստեղծելով կայուն ու կանխատեսելի ապագա։
