Հանձնաժողովի 2025 թվականի նոյեմբերի 19-ի նիստում ընդունված որոշման համաձայն սահմանվել են նոր կարգավորումներ՝ օպերատորների կողմից բաժանորդային պայմանագրերում հանրային էլեկտրոնային հաղորդակցության ծառայությունների որակի չափանիշների մասով ամրագրման ենթակա պայմանների առնչությամբ։ Այս մասին հայտնում են ՀԾԿՀ-ից:

Մասնավորապես, դրանք վերաբերում են ինտերնետ հասանելիության ծառայությունների մատուցման որակի որոշակի չափանիշներին՝ բաժանորդային պայմանագրերում ամրագրման ենթակա տվյալների հոսքի արագությունների նկարագրությանը, միացման/ակտիվացման/վերաակտիվացման համար անհրաժեշտ ժամանակահատվածի և ծառայությունների որակի վերաբերյալ բաժանորդների բողոքներին արձագանքման ժամանակահատվածի սահմանմանը, ծառայությունների մատուցման ժամանակահատվածի հաշվարկի և ծառայությունների ակտիվացման նկարագրության, ներառյալ՝ ժամանակահատվածի տևողության, սկզբի և ավարտի, ժամանակահատվածը ներառող օրերի, ժամերի և րոպեների հաշվարկման մոտեցումների ու ծառայությունների ակտիվացման մանրամասն ընթացակարգի նախատեսմանը։

Սահմանվել են նաև օպերատորների կողմից բաժանորդային պայմանագրերում ամրագրման ենթակա կարգավորումներ՝ բաժանորդից անկախ տեխնիկական պատճառներով ծառայությունների որակի անկման կամ ծառայությունների ընդհատման (ներառյալ՝ խափանման կամ անսարքության) դեպքում` պատշաճ որակի կամ ընդհատված ծառայությունների վերականգնման համար անհրաժեշտ ժամանակահատվածի սահմանման, ինչպես նաև բաժանորդին տրամադրվող փոխհատուցման դեպքերի և կարգի մասով։

Կարգավորումների մշակման համար հիմքն է նաև ԵՄ-ում կիրառելի փորձը՝ հաշվի առնելով ՀՀ և ԵՄ միջև կնքված համապարփակ և ընդլայնված գործընկերության համաձայնագրով (ՀԳՀՄ/CEPA) ամրագրված օրենսդրության մոտարկման պարտավորությունները:
