Հայաստանի անկախությունից հետո ոչ մի ղեկավար երբեք չի ավարտել և չի պաշտոնավարել երրորդ ժամկետ։ Չնայած փորձեր եղել են՝ փոխել Սահմանադրությունը կամ մնալ իշխանության ղեկին ավելի երկար, բայց այդ փորձերը կամ ձախողվել են, կամ կանգնեցվել են հանրային դիմադրության և քաղաքական ճնշման հետևանքով։

Այս սահմանափակումը կարևոր է ժողովրդավարության պահպանման համար․ այն կանխում է իշխանության կենտրոնացումը մեկ մարդու ձեռքում և պաշտպանում է պետությունը բռնապետական ռեժիմի վտանգից։

Այսօր գործող իշխանության ձգտումը՝ երրորդ անգամ մնալ իշխանության, վտանգավոր է ոչ միայն քաղաքական համակարգի, այլև հասարակական կայունության համար։ Նման քայլը կարող է խորացնել ճգնաժամը, սրել բևեռացվածությունը և նոր բռնաճնշումների դուռ բացել։

Հիշենք, որ նույնիսկ իշխող կուսակցության ներսում ընտրությունները բազմիցս անցկացվել են խախտումներով։ «Քաղաքացիական պայմանագիր» կուսակցության ղեկավարության վերջին ընտրությունների ժամանակ պարզվեց՝ քվեաթերթիկների թիվը գերազանցել է պատվիրակների քանակին։ Ինքը՝ վարչապետը, նույնիսկ անջատեց ձայների հաշվարկի ուղիղ եթերը՝ խուսափելով թափանցիկությունից։

Բացի այդ, ներկայիս իշխանությունները ծրագրում են փոխել Սահմանադրությունը՝ բավարարելու Ադրբեջանի պահանջները և հրաժարվելու տարածքային իրավունքներից։ Եվրոպական ինտեգրման մասին խոստումները մինչ օրս մնացել են խոսքեր, քանի որ որևէ իրական քայլ՝ թեկուզ ԵՄ-ին դիմում ներկայացնել, չի արվել։

Կարեն Կարապետյան, քաղաքական վերլուծաբան․
«Նիկոլ Փաշինյանը, կալանավորելով Բագրատ ու Միքայել Սրբազաններին, կալանավորելով Սամվել Կարապետյանին և ունեզրկելով նրան, Հայաստանը համարում է ժողովրդավարական երկիր։ Աննախադեպ ժողովրդավարություն է, երբ բանտերը լցված են քաղբանտարկյալներով, դատավորները վճիռները կարդում են դողդողացող ձայնով՝ հիշելով, թե ինչպես են նրանց անվանել “վնգստացող”, իսկ ընդդիմադիր համայնքապետերը հալածվում են միայն այն պատճառով, որ հաղթել են ընտրություններում։ Այս ամենը ոչ թե ժողովրդավարություն է, այլ իշխանության բռնի պահպանում»։

Հայաստանը չի կարող ժողովրդավարական համարվել, երբ երրորդ ժամկետը դառնում է քաղաքական նպատակ, իսկ իրական բարեփոխումների փոխարեն հասարակությանը պարտադրվում է անընդհատ ճնշումների և բաժանարար գծերի քաղաքականություն։

Երրորդ ժամկետը վտանգավոր նախադեպ է՝ սպառնալիք ազգային արժեքներին, սահմանադրական կարգին և պետության ապագային։
