Այն քաղաքացիները, որոնք Պետական եկամուտների կոմիտեի կողմից տեսանելի տեղեկատվությունից բացի այլ եկամուտ չունեն, ապա կարող են անգամ մուտք չգործել եկամուտների հայտարարագրման համակարգ:

Քաղաքացու հայտարարագիրն ինքնաշխատ կերպով կհամարվի լրացված՝ ՊԵԿ-ի կողմից լրացված տվյալների հիման վրա:

Նոր նախագիծը մշակել է ԱԺ իշխող «Քաղաքացիական պայմանագիր» խմբակցությունը՝ կառավարության հետ համատեղ:Նախագծի վերաբերյալ մանրամասներ է հայտնել խմբակցության պատգամավոր Բաբկեն Թունյանը:

«Պատրաստվում ենք էապես պարզեցնել ֆիզիկական անձանց եկամուտների հայտարարագրման համակարգն ու գործընթացը»,-նշել է պատգամավորը: Գործող կարգավորմամբ՝ աշխատող ՀՀ բոլոր քաղաքացիները պետք է մինչև նոյեմբերի 1-ը էլեկտրոնային ստորագրությամբ մուտք գործեն եկամուտների հայտարարագրման համակարգի համապատասխան հարթակ և լրացնեն հայտարարագիրը: Երբ քաղաքացին մուտք է գործում համակարգ, տեսնում է այնտեղ ինքնաշխատ լրացված որոշակի տողեր:

Այսինքն՝ այն տեղեկատվությունը, որը ՊԵԿ-ն ունի, օրինակ՝ աշխատավարձը, արդեն լրացված է լինում: Եթե քաղաքացին տեսնում է, որ կա տեղեկատվություն, որ պետք է ավելացնել, ապա ավելացնում է ու հաստատում հայտարարագիրը:

Եթե համաձայն է բոլոր տվյալների հետ և գտնում է, որ ավելացնելու բան չկա, ուղղակի հաստատում է և դուրս գալիս համակարգից:

«Մենք այժմ որոշակի փոփոխություն ենք կատարում այդ տրամաբանության մեջ: Եթե քաղաքացին գտնում է, որ ՊԵԿ-ի կողմից տեսանելի տեղեկատվությունից բացի ինքը որևէ այլ եկամուտ չունի և փաստացի ավելացնելու բան էլ չունի, կարող է անգամ մուտք չգործել այդ համակարգ: Եվ նոյեմբերի 1-ից հետո կհամարվի, որ քաղաքացու հայտարարագիրը լրացված ու հանձնված է այն տեղեկատվության հիման վրա, որը ՊԵԿ-ին հասանելի է եղել:

Այսինքն՝ այս դեպքում չլրացնելու համար պատասխանատվություն չի լինի»,-ասաց Թունյանը:  Քանի որ հայտարարագրերը ՊԵԿ-ն ինքնաշխատ է լրացնելու, ավելացնում են ՊԵԿ-ի գործիքակազմը և ավելի շատ ինֆորմացիա ստանալու հնարավորություն տալիս: Իսկ այն քաղաքացինեի համար, որոնք ամեն դեպքում մուտք կգործեն համակարգ ու կլրացնեն հայտարարագիրը, լրացուցիչ օգնական ֆունկցիա կլինի:

Այսինքն՝ եթե քաղաքացին իր համաձայնությունը համակարգում տա, ապա ՊԵԿ-ը կարող է տվյալ քաղաքացու ավանդներից ստացված եկամուտների տվյալները բանկից ստանալ և ինքնաշխատ լրացնել:

«Սա արվում է մարդկանց կյանքը հեշտացնելու համար: Մենք պատժիչ տրամաբանությունից անցնում ենք մոտիվացիոն տրամաբանությանը, որովհետև հայտարարագիր չլրացնելու համար փաստացի պատասխանատվություն չի լինում, որովհետև նման դեպքեր էլ չեն լինում: Բայց քաղաքացին սոցիալական կրեդիտներից կկարողանա օգտվել, այսինքն՝ կրթության և առողջապահության վրա կատարված ծախսերի փոխհատուցում կարող է ստանալ միայն այն դեպքում, երբ ինքը մուտք կգործի և գոնե կհաստատի այդ հայտարարագիրը»,-ասաց Թունյանը:

ՔՊ-ն մտադիր է նախագիծն ընդունել արտահերթ ռեժիմով, որ այն ընդունված լինի մինչև նոյեմբերի 1-ը:
