ՀՀ Սննդամթերքի անվտանգության տեսչությունը հայտնում է, որ 2025 թվականի սեպտեմբերի 1-ից խստացվելու է կարանտինային բուսասանիտարական բեռների տեղափոխման և օրենսդրական պահանջների պահպանման վերահսկողությունը։ Սա արդեն իսկ անհանգստություն է առաջացրել հայ արտահանողների շրջանում։ Մասնավորապես, խստացված վերահսկողության են ենթարկվելու հետևյալ ապրանքները. թարմ մրգեր և բանջարեղեն, ծաղիկներ, սերմեր և տնկանյութ:

Ընկերությունները պարտավոր են խստորեն պահպանել ԵԱՏՄ-ի և Ռուսաստանի Դաշնության կանոնակարգերը, ինչպես նաև կատարել հարկային պարտավորությունները Ռուսաստանում՝ տեղափոխման սահմանափակումներից խուսափելու համար։ Բացի այդ, Ռուսաստանում գործընկերները պետք է տեղեկացնեն Ռոսսելխոզնադզորին բեռի ժամանման մասին 1 աշխատանքային օրվա ընթացքում՝ վերահսկողության համար։ Պահանջների խախտումը կարող է հանգեցնել բուսասանիտարական վկայականների տրամադրման մերժմանը։ 

Այս ամենը ոչ այլ ինչ է, քան հայ արտադրողին ու արտահանողին հերթական անգամ բուսասանիտարական ստուգման պատրվակով ճնշելու, հայկական արտադրանքը ՌԴ շուկա մտցնելը դժվարացնելու, ընդհուպ՝ արգելելու համար։ Այս խստացված ստուգումների անվան տակ ռուսական կողմը ցանկացած խնդիր կարող են «հայտնաբերել» հայկական բեռներում և կա՛մ օրերով քաշքշել արտահանողներին, կա՛մ ուղղակի «չորով» արգելել հայկական ապրանքների մուտքը ռուսական շուկա։ Իսկ դա հղի է լուրջ վտանգներով։ 

Հիմնականում ռուսական շուկայի վրա հույսը դրած հայ արտադրողները հայտնվելու են ճգնաժամի և փակուղու առջև, քանի որ իրենց արտադրանքի մեծ մասը իրացվում է հենց ՌԴ տարածքում, և եթե այս շուկան փակվի իրենց համար կամ էապես դժվարանա, ապա բազմաթիվ ընկերություններ կհայտնվեն փակման եզրին՝ դրանից բխող բացասական հետևանքներով։ 

Ակնհայտ է, որ ռուսների կողմից այս խստացումների տակ քաղաքական ենթատեքստ կա թաքնված, չի բացառվում՝ այն կապված է Նիկոլ Փաշինյանի կողմից ԱՄՆ-ում ստորագրված համաձայնագրի և «Թրամփի ուղու» հետ։ Այսինքն՝ սա ռուսների «ապաքաղաքական» պատասխանն է ՀՀ իշխանություններին։
