Արմավիրի միջադեպը ստիպում է ուշադրություն դարձնել մեր ծախսերի կառուցվածքի վրա: Այս մասին իր հոդվածում գրել է «Պոլիտէկոնոմիա» հետազոտական ինստիտուտի տնտեսական մեկնաբան Արա Գալոյանը:

«Արմավիրի միջադեպը ստիպում է ուշադրություն դարձնել մեր ծախսերի կառուցվածքի վրա: Երկրի սոցիալ-տնտեսական վիճակի ամենաճիշտ պատկեր կարելի է ստանալ հենց այդ երկրի բնակչության ծախսերի կառուցվածքից: Եթե ծախսերի մեջ բարձր է պարենի մասնաբաժինը, ապա միանշանակ կարելի է պնդել, որ խոսքը տնտեսապես թույլ զարգացած երկրի մասին է: Օրինակ, ԱՄՆ միջին ցուցանիշը 6.69 տոկոս է: Սնունդ-պարենը Մեծ Բրիտանիայի քաղաքացիների ծախսերի 8.55 տոկոսն է կազմում:

Որքան ցածր է տվյալ երկրի բնակչության եկամուտը, սնունդն այնքան բարձր մասնաբաժին է «խլում» ծախսերից: Ռուսաստանի պարագայում սննդի մասնաբաժինը ծախսերի 28.32 տոկոսն է կազմում: Այս ցուցանիշով մեր տարածաշրջանի երկրներից մենք համադրելի ենք միայն Ադրբեջանի հետ: Թուրքիայի ցուցանիշը 20.3 տոկոս է: Վրաստանինը` 33.7, իսկ Ադրբեջանինը 41 տոկոս:

Մեր պարագային ևս սնունդ-պարենի ցուցանիշը բարձր է`40.4 տոկոս: Վիճակագրությունը բնակչության ծախսերի կառուցվածքը միջինացնելով այն բաժանում է մի քանի մասի` պարենային ապրանքներ, ոչ պարենային ապրանքներ, ալկոհոլային խմիչքներ, ծխախոտ և ծառայություններ: Այս դասակարգմամբ մեր ծախսերի 40.4 տոկոսը կազմում են պարենային ապրանքները (վիճակագրությունը նույնիսկ գիտի, որ մենք հանրային սննդի կետերում սնվելու համար մեր ծախսերի ընդամենը 0.9 տոկոսն ենք տրամադրում): Ոչ պարենային ապրանքները մեր ծախսերի 18.9 տոկոսն են: Հիմա պիտի, որ այս ծախսերի տեսակարար կշիռն աճի: Որովհետև հագուստի ծախսերին գումարվել են դիմակ-ալկոգելի ծախսերը (հասկանալի է, որ զարգացած երկրներում ոչ պարենային ապրանքների մասնաբաժինն անհամատեղելի բարձր է մերի համեմատ): Ծառայությունները մեր ծախսերի 36.4 տոկոսն են կազմում (կոմունալ վճարներ, բնակվարձ, հեռախոս, համացանց և այլն):

Հիմա արդեն դիտարկենք փոքր մասնաբաժին ունեցող ծախսերը: Ծխախոտի գնումը մեր ծախսերի 3.6 տոկոսն է կազմում: Պետություններն առողջ ապրելակերպի պարտադրում-նպատակադրմամբ սովորաբար բարձրացնում են ծխախոտի ակցիզային հարկը և լրացուցիչ բարդություններ ստեղծում ծխողների համար: Առանձին երկրներում նույն միտումը կա նաև ալկոհոլային խմիչքների նկատմամբ: Նույն ակցիզային հարկի բարձրացման և գովազդի սահմանափակումների ճանապարհով պետությունները մասամբ ինքնուրույն, մասամբ վերպետական միջազգային կառույցների (օրինակ, Առողջապահության համաշխարհային կազմակերպության) պարտադրանքով փորձում են առողջ ապրելակերպ սերմանել: Բայց հասարակությունը որոշակի իմաստով տարօրինակ երևույթ է: Միագիծ ու պարզ քայլերը միշտ չէ, որ սպասված արդյունք են տալիս: Ավելին դրանք երբեմն հակառակ արդյունքի են հանգեցնում: Դա հայտնի էր ամերիկյան ու խորհրդային հակաալկոհոլային պայքարի փորձից: Բայց մենք խրոխտ ու հպարտ պարբերաբար բարձրացնում ենք ծխախոտ-ալկոհոլի ակցիզային հարկերը: Վերջին 10 տոկոսանոց բարձրացումը, կարծեմ, այս տարվա հունվարի 1-ից էր: Արդյունքը ծխախոտի 7.6 տոկոսանոց գնաճն է այս տարվա հուլիսին և նույն ժամանակահատվածում էթիլային սպիրտ ու օղու 17.8 տոկոսանոց գնաճը: Առողջ ապրելակերպի տեսանկյունից միշտ էլ կարելի է բարձրացնել դրանց ակցիզային հարկը: Բայց հին ու ժամանակներով փորձված լատինական առածը հուշում է. «Դժոխքի ճանապարհները բարի ցանկություններով են սալահատակված»: Արդյունքում չհաշվարկեցինք ու բնակչության եկամուտների աճից արագ բարձրացրեցինք ակցիզային հարկը: Այն իր հերթին հանգեցրեց օղու գնի 17.8 տոկոսանոց աճի, ու ստացանք իսկապես աննախադեպ իրավիճակ՝ ալկոհոլային զանգվածային թունավորում»:
