Ի՞նչ տուգանքներ են սպառնում Հայաստանում կարանտինային ռեժիմը խախտողներին

Կառավարության առաջարկած օրենսդրական նախաձեռնությունը, ըստ էության, կարանտինի ռեժիմը խախտող քաղաքացիների նկատմամբ տուգանքների 11 նոր տեսակ է սահմանում: Այս մասին Հայաստանի Հանրապետության Ազգային ժողովի նիստին «ՀՀ բնակչության սանիտարահամաճարակային անվտանգության ապահովման մասին» օրենքում եւ հարակից օրենքներում փոփոխություններ եւ լրացումներ կատարելու մասին օրինագծերի փաթեթի քննարկման ժամանակ ասաց «Լուսավոր Հայաստան» կուսակցության անդամ Կարեն Սիմոնյանը:

Այդպես, ըստ նրա, կառավարությունը` ի դեմս արդարադատության նախարարության, նոր տուգանքներ է սահմանում, որոնք չեն բխում քաղաքացիների շահերից: «Երբվանի՞ց է Հայաստանի քաղաքացին տուգանքների նյութ դարձել: Եվ երկրորդը` երբվանի՞ց ենք մենք որոշել, որ ոչ թե գնում ենք քաղաքացիների իրավական գիտակցությունը բարձրացնելու, համագործակցող հասարակություն ձեւավորելու, այլ տուգանքների միջոցով սահմանափակումներ մտցնելու ուղով: Արդյունքում ի՞նչ մոդել ենք մենք ուզում ունենալ»,- դժգոհեց պատգամավորը: Նկատենք, որ հատուկ ռեժիմի խախտումը Հայաստանում համաճարակային (կարանտինային) գոտի մուտք գործելիս եւ դուրս գալիս պատժվելու է 50 հազարից 70 հազար դրամ տուգանքով:

Ընդ որում, կարանտինային ժամանակահատվածում մարդկանց ազատ տեղաշարժի կամ տրանսպորտային միջոցների տեղաշարժի իրավունքի սահմանափակման խախտումը, ինչպես նաեւ դրանց զննմանը խոչընդոտումը կպատժվեն 10 հազար դրամ տուգանքով: Կարանտինի ընթացքում տնտեսական գործունեության որոշակի տեսակների իրականացման եւ ծառայությունների մատուցման սահմանափակումների խախտումը կպատժվի 100 հազարից 300 հազար դրամ տուգանքով: Եթե ​​այս խախտումը կրկնվի տուգանքի սահմանման օրվանից մեկ տարվա ընթացքում, ապա խախտողի նկատմամբ կկիրառվի տուգանք, բայց արդեն` 150 հազարից 500 հազար ՀՀ դրամի չափով: Կարանտինի ընթացքում զանգվածային միջոցառումների կազմակերպման կամ անցկացման սահմանափակումների խախտումը կտուգանվի 50 հազարից 200 հազար ՀՀ դրամ: Հավաքներ անցկացնելու դեպքում տուգանքը կկազմի 10 հազար դրամ, հասարակական միջոցառումների կազմակերպում եւ մասնակցությունը` 50 հազարից մինչեւ 100 հազար դրամով, կանոնավոր փոխադրում իրականացնող տրանսպորտային միջոցների սահմանափակումների խախտումը, ինչպես նաեւ դրանց ստուգմանը խոչընդոտումը` 50 հազարից 100 հազար դրամով, կարանտինի ընթացքում մեկուսացման կամ ինքնամեկուսացման կանոնների խախտումը` 50 հազարից 200 հազար ՀՀ դրամ:

Միեւնույն ժամանակ, դիմակները ոչ պատշաճ կերպով կրելու համար տուգանքը կմնա նույնը` 10 հազար դրամ, սակայն կարանտինի ընթացքում ուսումնական հաստատությունների կողմից սահմանված միջոցառումների եւ սահմանափակումների խախտումը կտուգանվի 50 հազարից 100 հազար դրամով:
