Գործադիրն ընդունել է «ՀՀ-ից մի շարք ապրանքների՝ դեպի ԵԱՏՄ անդամ պետություններ տեղափոխման և երրորդ երկրներ արտահանման ժամանակավոր արգելք կիրառելու մասին» որոշում: Այն պայմանավորված է սև և գունավոր մետաղներից պատրաստված օգտագործված ապրանքների արտահանումը կանոնակարգելու, տեղական արտադրությունը զարգացնելու և հումքային բազայով ապահովելու, ինչպես նաև նոր ներդրումների միջոցով՝ Հայաստանի մշակող արդյունաբերության ոլորտի գործունեությունը խթանելու անհրաժեշտությամբ: Հիմնավորման համաձայն՝ Հայաստանում սև մետաղների արդյունավետ հանքավայրերի, ինչպես նաև՝ մետաղական պղնձի արտադրության, բացակայության պարագայում հայկական մետաղամշակման ընկերությունները որպես հումք օգտագործում են մետաղի տեղական ջարդոնն ու թափոնը։ Հայաստանի մետաղագործական և մետաղամշակման ձեռնարկությունները մետաղական հումքով ապահովելու համար խիստ արդիական է սև և գունավոր մետաղների ջարդոնի ու թափոնների արդյունավետ օգտագործման խնդիրը։ Վերջին տարիներին արտաքին շուկաներում ձևավորված բարձր գների պատճառով նկատվում էր Հայաստանից սև և գունավոր մետաղների ջարդոնի ինտենսիվ արտահանման գործընթաց։

Արտահանման արգելքի կիրառման արդյունքում զգալի աճել են մետաղից արտադրող տեղական արտադրության ծավալները: Կառավարության ձեռնարկած միջոցների արդյունքում 2022-2025 թթ. կատարվել են ներդրումներ ոլորտում, այդ թվում՝ օտարերկրյա («Ջի Թի Բի ստիլ», «Ձուլակենտրոն», «Էդմետ», «Ասկե գրուպ», «Տաշիր գրուպ», Քարակերտի քարաձուլման գործարան, «Ասեդլ»)։ Նշված ընկերությունները նախատեսում են հետագայում ավելի խորացնել մետաղի մշակումը՝ ստացվող ձուլվածքներից արտադրելով պրոֆիլներ, որոնք ներկայումս ամբողջությամբ ներմուծվում են։ Ըստ կանխատեսումների, նշված ծրագրերով ընդհանուր ներդրումները կկազմեն շուրջ 100 մլն դոլար, որի արդյունքում կստեղծվի 550-750 նոր աշխատատեղ, տեղի կունենա սև և գունավոր մետաղների տեղական ջարդոնի օգտագործման ծավալների աճ՝ 65-70%-ով, հասցնելով ջարդոնի սպառման տարեկան քանակը մինչև 250 հազար տոննայի։ Ըստ այդմ՝ առաջարկվում է արտահանման արգելքի նոր ժամկետ, որը կգործի 2025 թ. օգոստոսի 1-ից մինչև 2026 թվականի փետրվարի 1-ը։
