Սիրելի՛ հայրենակիցներ,

Վերջին օրերին խիստ կարևոր խնդիր է առաջացել Հայաստանից Ռուսաստան և այլ շուկաներ ալկոհոլային խմիչքների՝ մասնավորապես կոնյակի և գինու արտահանման գործընթացում։ Վրացական մաքսային անցակետում շուրջ մեկ շաբաթ է՝ 30-ից ավելի բեռնատարներ կանգնած են՝ բարձված հայկական արտադրությամբ խմիչքներով։ Այս թիվը շարունակաբար աճում է։ Մեր արտադրանքը չի կարողանում անցնել Վրաստանի տարածքով, ինչի հետևանքով ամբողջ արտահանման գործընթացը կանգ է առել։

Վրացական կողմի հիմնական պատճառաբանությունն այն է, որ յուրաքանչյուր բեռից պետք է նմուշներ վերցվեն լաբորատոր փորձաքննության համար, և միայն դրանից հետո կտրամադրվի որոշում՝ թույլատրվում է մուտք Վրաստան, թե ոչ։ Այս իրավիճակը առաջացնում է խիստ ծանր ֆինանսական վնասներ մեր բիզնեսների համար։

Բացի բուն արտահանման ձգձգումից, նկատվում է նաև գործընթացների դիտավորյալ դանդաղեցում՝ մաքսային և վարչական մակարդակներում։ Այս իրավիճակը առաջացնում է մի քանի ուղղությամբ վնասներ՝

• Ապրանքները ժամանակին չեն հասնում շուկա,

• Տրանսպորտային ծախսերն ու տույժերը կտրուկ աճում են,

• Վարորդները օրեր շարունակ մնում են սահմանին՝ լրացուցիչ ծախսերի և մարդկային լուրջ անորոշության պայմաններում։

Պետք է ընդգծենք, որ արտահանվող ապրանքատեսականին նոր չէ։ Դրանք տարիներ շարունակ դուրս են բերվել Վրաստանի տարածքով և մուտք գործել ռուսական ու այլ շուկաներ։ Նաև անհասկանալի է այն, որ եթե Վրաստանը այս գործընթացում հանդիսանում է զուտ տարանցիկ երկիր՝ ապրանքներ լրացուցիչ չեն բեռնվելու և բեռնաթափվելու, ո՞րն է այս ամենի իրական դրդապատճառը: Այս գործընթացը չպետք է կանգնի արհեստական խոչընդոտների առջև։

Հիշեցնենք նաև, որ սա առաջին նման դեպքը չէ։ Նախորդ ամիսներին բախվել էինք փայլաթիթեղի հետ կապված հարցերին, որոնք ժամանակին լուծում ստացան։

Այժմ էլ պետք է կառավարությունը արագ և օպերատիվ բանակցի վրացական իշխանությունների հետ, որպեսզի վերանայվեն այս արհեստական խոչընդոտները։

Բացի նյութական վնասներից, այստեղ առկա են նաև շատ լուրջ ռիսկեր՝ շուկաների կորստի տեսանկյունից։ Ռուսական շուկան բարձր մրցակցային է, և հայկական ապրանքների դիրքերը այդ շուկայում չափազանց կարևոր են։ Եթե մեր արտադրանքը ժամանակին չի հասնում, ապա այդ տեղը կարող են զբաղեցնել այլ երկրների արտադրողները՝ այդ թվում Մոլդովան, Ադրբեջանը և այլք։ Այս շուկայի կորուստը դժվար է վերականգնել՝ հատկապես կարճաժամկետում։
