«Փաստ» օրաթերթը գրում է.

Սպառողների իրավունքների պաշտպանությամբ զբաղվող ՀԿ-ները, ինչպես նաև լրատվամիջոցներն ահազանգեր են ստանում քաղաքացիներից, որ «Վեոլիա ջուր» ընկերությունը ջրաչափերը փոխելուց հետո տուգանում է իրենց: Ահազանգեր է ստացել նաև «Իրազեկ և պաշտպանված սպառող» ՀԿ-ն, որի նախագահ Բաբկեն Պիպոյանը մեզ հետ զրույցում պարզաբանեց, թե ինչից են դժգոհում քաղաքացիները:

«Մեծ թվով ահազանգեր ենք ստացել: Քաղաքացիներին խնդրել և հորդորել ենք դիմել ինչպես «Վեոլիա ջուր» ընկերությանը, այնպես էլ հանրային ծառայությունները կարգավորող հանձնաժողովին, որպեսզի հանձնաժողովն էլ հասկանա, որ գործ ունենք մասսայական խնդրի հետ: Ջրաչափի փոփոխությունից հետո քաղաքացիները ստանում են նամակ, որ փորձաքննություն է արվել, պարզվել է, որ ջրաչափը եղել է վնասված: Վերահաշվարկվում է ինչ-որ գումար, որը ներկայացվում է քաղաքացուն, և նա ստիպված է այդ գումարը վճարել:

Ընդ որում՝ այստեղ որևէ փաստարկ չկա (եթե, իհարկե, ջրաչափը եղել է վնասված), դա եղել է հօգո՞ւտ, թե՞ ի վնաս սպառողի: Միայն դրա անսարք լինելու հանգամանքով պայմանավորված վերահաշվարկ է կատարվում, գումար է ներկայացվում: Գուցե ջրաչափը վնասվել է փոխելու պահին կամ տեղափոխելուց: Որևէ ապացույց չներկայացնելով՝ գումարի պարտավորություն են առաջացնում քաղաքացու համար»,-«Փաստի» հետ զրույցում նշում է Պիպոյանը:

Շեշտում է, թե ինչ դեր և նշանակություն ունի այստեղ հանրային ծառայությունները կարգավորող հանձնաժողովը: «Այն իր իրավակարգավորումներով պետք է բացառեր որևէ տեսակի նմանատիպ միջնորդություն ներկայացնելու հնարավորություն, մինչդեռ չի բացառել: Չեք գտնի որևէ քաղաքացու, որի ջրաչափը փոխելու ընթացքում նրան ասեն՝ գիտես, շատ ես վճարել, որովհետև վնասված է եղել, վերահաշվարկ անենք, որ քիչ վճարես կամ փոխհատուցում լինի: Ինչո՞ւ է նման դեպքերում միշտ տուժում քաղաքացին: Սա նշանակում է, որ հանրային ծառայությունները կարգավորող հանձնաժողովն իր կարգավորումներով չի նպաստում Հայաստանի Հանրապետությունում սպառողի շահերի պաշտպանությանը: Չունենք վնասի փոխհատուցման նորմալ ինստիտուտ որևէ ոլորտում, բացառություն է բարոյական վնասի փոխհատուցումը, մինչդեռ սա սպառողի հիմնարար իրավունք է»,-նշում է մեր զրուցակիցը:

Նրա խոսքով, հանրային ծառայությունները կարգավորող հանձնաժողովի անգործությունն է հնարավորություն տվել «Վեոլիա ջրի» կողմից նման անբարեխիղճ պահվածքի. «Այն, որ այս ընկերությունն անբարեխիղճ է, բնական է, որովհետև եթե այդպիսին չլիներ, չարաշահում չէր անի: Բայց այն, որ ՀԾԿՀ-ն է նպաստում դրան, սա էլ է փաստ»:

Ի՞նչ պետք է անեն սպառողներն այս խնդրին բախվելիս: «Առաջին հերթին ապացուցողական նամակ պետք է գրեն «Վեոլիա ջուր» ընկերությանը և հանձնաժողովին, բայց նախքան դա անպայման փորձեն ներկա գտնվել ջրաչափը փոխելու գործընթացին: Երրորդը՝ հետևողական լինեն մինչև վերջ իրենց իրավունքի իրացման հարցում: Բազմաթիվ բողոքներ ունենք, որոնք հանրայնացրել ենք, այլ ԶԼՄ-ների մեր գործընկերները նույնպես անդրադառնում են այս խնդրին: Քաղաքացիները պետք է դիմեն այս խնդրի առկայության դեպքում, և բոլորով հանձնաժողովից պահանջենք այս խնդրի լուծումը: Կան ոլորտներ, որտեղ առանց պետական միջամտության, ինքնակարգավորումով խնդիրը չի լուծվի»,-եզրափակում է Բաբկեն Պիպոյանը:
