Պարագլուխը մեկ թույլ տեղ ունի, որից ամենաշատն է վախենում ենթադրյալ իշխանազրկման առումով: Դա ո´չ գրպանային գլխավոր դատախազն է, ո´չ «միջազգային հանրության կոնսենսուսը», ո´չ էլ ընդդիմությունը: Դա ՔՊ խմբակցությունն է:

Երկու պատգամավորի օրինակով նա արդեն ցույց է տվել, թե որքան սկզբունքային է իր համար յուրային ուսապարկերի լոյալությունը:

Առաջինը` երբ ազնիվ հայորդի Սամվել Վարդանյանը տրանսպորտում արդարացիորեն անարգեց ՔՊ-ական ուսապարկ Հակոբ Ասլանյանին, պարագլուխը հրահանգեց խուլիգանաբար ծեծել, ապա կալանավորել Սամվելին` ի տես մյուս բոլոր ուսապարկերի: Ուղերձն այն է, որ նրանք բոլորն իր անձնական հոգածության ներքո են, միայն թե շարունակեն հավատարմորեն իրեն ծառայել:

Հովիկ Աղազարյանի դեպքում, հակառակը, պարագլուխը կգնա մինչև վերջ` ցուցադրաբար անձեռնմխելիությունից զրկելով ու կալանավորել տալով նրան` դարձյալ ի տես ուսապարկերի: Ուղերձը նախորդի հակադիրն է` ահա´ թե ինչ կանեմ յուրաքանչյուրիդ հետ, եթե փորձեք դուրս գալ իմ վերահսկողությունից:

Ուշագրավն այն է, որ ի վերջո Աղազարյանի ճակատագիրն սպառնալու է բոլոր ուսապարկերին` անկախ պարագլխին քծնելու աստիճանից և երբևէ նրան մատուցած ծառայություններից: Այնպես որ, ՔՊ-ական ուսապարկերի ընտրությունը մեծ չէ` կա´մ անվստահության գործընթաց, կա´մ բանտ:
