«Փաստ» օրաթերթը գրում է.

Օրերս էկոնոմիկայի նախարար Գևորգ Պապոյանը հայտարարել է, թե Ռուսաստանից Հայաստան զբոսաշրջիկների հոսքը 2024 թվականին նվազել է... ընդդիմության բողոքի ակցիաների պատճառով։ «Չեմ ուզում դրամատիզացնել, բայց տուրիստական օպերատորներն ապրիլմայիս ամիսներին չեղարկել են հազարավոր այցեր, կարծում եմ՝ մեծ թվով զբոսաշրջիկներ չեն եկել Հայաստան Երևանում կազմակերպված հանրահավաքների պատճառով, հատկապես այն պարագայում, երբ ռուսական որոշ հեռուստաալիքներ հայտարարեցին մինչև 200 հազար մարդկանց մասնակցությամբ հանրահավաքների մասին»,- ասել է նա։
 
Այն, որ զբոսաշրջիկների թիվը նվազել է, նորություն չէ. դա երևում է թե՛ անզեն աչքով, թե՛ վիճակագրական տվյալներով: Բայց դա ընդդիմության հանրահավաքների հետ կապելու համար առնվազն պետք է ծայրահեղ մեծ երևակայություն ունենալ: Այսինքն, փոխանակ հասկանալու իրական պատճառները, մարդիկ որոշել են զբաղվել տիպիկ քպականությամբ՝ մեղավոր «նշանակելով» այլոց, այլ երևույթների, այս դեպքում՝ հանրահավաքները: Հանրահավաքներ Հայաստանում եղել են միշտ, եղել ու լինում են ցանկացած երկրում, հենց թեկուզ՝ հարևան Վրաստանում, բայց զբոսաշրջությունը չի տուժում: Իրականում զբոսաշրջային հոսքերի նվազման պատճառները չափազանց շատ են, այդ թվում՝ նույն քպական իշխանության ապաշնորհության արդյունքում: Ընդ որում, ոլորտի մասնագետները նշում են, որ դրանց թվում կա նաև մի շատ էական պատճառ, որի մասին իշխանությունները լռում են: Խոսքն այն մասին է, որ այս տարվա գարնանը Հայաստանում փաստացի կասեցվեց «ՄԻՐ» վճարային համակարգի քարտերով գործարքների սպասարկումը:
 
Դա առարկայական խնդիրներ է ստեղծում Ռուսաստանից ժամանող զբոսաշրջիկների համար, ինչն էլ լուրջ պատճառ է դարձել, որ շատերը նախընտրում են ոչ թե այցելել Հայաստան, այլ ուրիշ երկրներ՝ բոլոր հետևանքներով: Թե որքանով էր վերոնշյալ որոշումը արդարացված կամ ոչ, այլ հարց է, սակայն փաստը մնում է փաստ, որ այդ մասին՝ որպես պատճառ, իշխանությունները նախընտրում են չխոսել: Դեռ գարնանը տնտեսագետներից շատերը զգուշացնում էին, որ «Միր» քարտերի սպասարկման արգելքը Հայաստանում տնտեսական ճգնաժամի է հանգեցնելու: Մյուս կողմից՝ թե՛ հայաստանյան, թե՛ ռուսաստանյան զբոսաշրջային ոլորտի փորձագետները զգուշացնում էին, որ ռուսական լսարանին հստակ պետք է հասկացնել, որ սա կանխամտածված արգելք չէ ռուսների դեմ: Արե՞լ են այս ուղղությամբ իշխանությունները, ավելի ճիշտ՝ իրավասու նախարարությունը, ինչ-որ բան: Վստահաբար՝ ոչ: Դե, մնում է սեփական մեղքերը նորից այլոց «գրպանը գցել»:
