«Փաստ» օրաթերթը գրում է.

ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանն անցած շաբաթ անդրադառնալով իր՝ ժամանակին քաղաքականություն վերադառնալու, ընդհանրապես՝ քաղաքականությամբ զբաղվել-չզբաղվելու վերաբերյալ հարցին՝ ասել էր. «Երկիրն այնպիսի վտանգների տակ է հայտնվել և այնպիսի արհավիրքների տակ է հայտնվել, և այդ ամբողջական պատկերը, այո, ինձ ստիպել է վերադառնալ քաղաքականություն։ Եվ մինչև այդ սպառնալիքները չվերանան, իմ իրավունքն է և իմ թիմի իրավունքն է՝ զբաղվել քաղաքականությամբ»: Իհարկե, յուրաքանչյուրի իրավունքն է զբաղվել քաղաքականությամբ, կամ ոչ: Բայց, մեր համոզմամբ, այստեղ խնդիրը միայն իրավունքը չէ:

Առավել ևս այն վիճակում, որում մեր երկիրն է: Այս պարագայում առաջին պլան է մղվում ոչ թե իրավունքը, այլ պարտավորությունը: Հիմա մենք, մեր երկիրը առավել քան ծայրահեղ իրավիճակի մեջ ենք, եթե չասվի, որ կանգնած ենք ուղղակիորեն գոյաբանական սպառնալիքների դեմ հանդիման, եթե ոչ՝ հենց այդ սպառնալիքների ուղիղ ճնշման տակ: Նման պայմաններում չափազանց կարևոր է հենց պետական փորձառու գործիչների մասնակցությունը քաղաքական գործընթացներին, հնարավորության դեպքում՝ երկրի կառավարմանը: Կրկնենք՝ խոսքը փորձառու պետական գործիչների մասին է: Ու նրանք ոչ թե սոսկ իրավունք ունեն, այլ պարտավոր են մասնակից լինել: Տվյալ դեպքում, եթե դիտարկենք կոնկրետ անձնավորությանը, անհատին, ապա այսպես ասենք՝ սիրենք թե չսիրենք Ռոբերտ Քոչարյանին, չենք կարող չընդունել մի կարևոր փաստ. խոսքը ոչ միայն փորձառու, այլև արդյունավետ պետական գործչի մասին է, ըստ որում՝ թե՛ պետության անվտանգության ու իրական, արժանապատիվ խաղաղության ապահովման, թե՛ տնտեսական, թե՛ արտաքին-քաղաքական ձեռքբերումների առումներով հաջողություններ արձանագրած փորձառությամբ:

Եվ հենց այդ տեսակ մարդկանց մասնակցությունը քաղաքականությանը և պետական կառավարմանը պետք է ոչ թե իրավունք լինի, այլ անհրաժեշտություն: Ավելին, պարտավորություն: Եվ, ուզեն թե չուզեն, սա պետք է ընդունեն ոչ միայն հասարակության լայն շրջանակները, այլ նաև նույն Ռոբերտ Քոչարյանն ու նրա նման ոչ մեծաթիվ պետական, փորձառու գործիչները: Տեսեք, արդեն ավելի քան 6 տարի է, ինչ տեսնում ու համոզվում ենք, թե անփորձների, պետական մտածողություն չունեցողների, անպատասխանատուների և արկածախնդիրների իշխանության գալը ինչ ավերումների ու աղետների է հանգեցրել, հետևաբար, մեր հասարակությունը պետք է մի օր, ի վերջո, հասկանա, որ երկրի ղեկավարումը չի կարելի հանձնել կամ վստահել բացառապես սիրել-չսիրելով, պետք է առաջին հերթին դիտարկել՝ ով կարող է, ով չի կարող, ի՞նչ փորձառություն ունի, ինչ հաջողություն-անհաջողություն։

Չէ՞ որ, երբ մենք մեր հարազատին տանում ենք վիրահատության, առաջին պլանում չենք դնում այն, թե, օրինակ՝ որ վիրաբույժն է դուր գալիս իր խոսքով, տեսքով, այլ առաջին հերթին հետաքրքրվում ենք, թե ինչ հաջողություններ է գրանցել, որքա՞ն վիրահատություններ է արել, ի՞նչ արդյունքներով։ Պարադոքս է, բայց, չգիտես ինչու, երկրի կառավարման ղեկը վստահելու դեպքում հաճախ առաջնորդվում ենք լրիվ այլ չափանիշներով։
