Մինչ Հայաստանն ու Եվրամիությունը հայտարարում են, թե քննարկելու են վիզային ռեժիմի չեղարկման հարցերը, ՀՀ քաղաքացիները շարունակում են խնդիրներ ունենալ տարբեր եվրոպական դեսպանատների, մաքսային մարմինների հետ՝ Եվրոպա այցելելիս, իսկ հայաստանցիների նկատմամբ ԵՄ որոշ կառույցների վերաբերմունքը ոչ այլ ինչ է, քան նսեմացման ակտ։ Իրավիճակը հատկապես վատ է Շենգենյան վիզաների հարցում, երբ նույնիսկ վիզա ստացած ՀՀ քաղաքացուն կարող են առանց ողջամիտ բացատրության հետ ուղարկել։

ՀՀ ԱԳՆ-ն ոչ միայն բավարար ջանքեր չի գործադրում իր քաղաքացիների շահերը պաշտպանելու ուղղությամբ, այլև երեկ տարածած հայտարարությամբ մեղադրանքների սլաքն ուղղել է քաղաքացիների ուղղությամբ։

Նախարարությունը նշում է, որ վերջին շրջանում բողոքներ է ստացել, որ քաղաքացիները ՀՀ-ում գործող եվրոպական երկրների որոշ դեսպանություններից ստանում են շենգենյան վիզաներ, սակայն տվյալ երկիր ժամանելիս նրանց մուտքն արգելվում է, և ստիպված են լինում վերադառնալ Հայաստան։ Ըստ գերատեսչության՝ նրանց մուտքն առանձին երկրներ արգելվում է այն պատճառով, որ շենգենյան վիզա ստանալու ժամանակ դիմում-հարցաթերթիկում և հարակից փաստաթղթերով ներկայացվում է բացառապես տվյալ երկիր մեկնելու նպատակ, սակայն հետագայում՝ վիզան ստանալուց հետո, այցելության նպատակը կամ հյուրանոցի ամրագրումը փոփոխվում կամ չեղարկվում են։ «Այցելության նպատակի նմանատիպ փոփոխությունը հիմք է տալիս տվյալ երկրի իրավասու մարմիններին արգելել մուտքը, քանի որ դա գնահատվում է որպես այցելության հայտարարված և իրական նպատակի կամ պայմանների անհամապատասխանություն», - ասված է պարզաբանման մեջ։

ԱԳՆ-ն դեռ վաղուց պիտի պարզաբանում ներկայացներ, քաղաքացիներին բացատրեր նման նրբությունները։ Իսկ ամենակարևորը, դադարեցներ տարբեր գործակալությունների, վիզային կենտրոնների խարդախ գործունեությունը, երբ բավական բարձր արժեքներով շենգենյան վիզաներ են վաճառում քաղաքացիներին, բայց հաճելի ուղևորության փոխարեն մարդիկ վատ վերաբերմունքի են արժանանում։

Պետությունը, ձախողելով իր պոզիտիվ պարտականությունները, այդ ձախողման համար մեղադրում է իր քաղաքացիներին։ Թեև, նման բան առաջին անգամը չէ փաշինյանական «Իրական Հայաստանում», որտեղ մեղավոր են բոլորը, բացի իրական մեղավորներից։ Իսկ ԵՄ հետ վիզային ռեժիմի չեղարկման հարցն ընդամենը քարոզչական տրյուկ է, որը որևէ հեռանկար ունենալ չի կարող։
