Ինչպե՞ս է ստացվում, որ նախկինում հաջողվում էր կրթական համակարգը կայուն պահել, իսկ հիմա դա չի հաջողվում

Պետական կառավարման համակարգի յուրաքանչյուր ոլորտի զարգացումը և կատարելագործումը պրոֆեսիոնալ մոտեցում է պահանջում։ Ասվածը հատկապես վերաբերում է կրթական համակարգին, որը մեծապես կապված է ապագա սերունդների կրթման և առաջընթացի հարցի հետ ու գերառաջնահերթություն է մեր հասարակության համար։ Իսկ կրթական ոլորտում բարեփոխումների իրականացման համար հիմք կարող է ծառայել միայն եղած կրթական բազան։ Սակայն ներկայիս իշխանությունները փորձում են այս ուղղությամբ ևս «հեղափոխական» մոտեցմամբ առաջ ընթանալ՝ մի կողմ դնելով պրոֆեսիոնալիզմի և կուտակված փորձն օգտագործելու հարցը։

Եվ ահա դրա արդյունքում է, որ կրթական համակարգում այսօր լուրջ խնդիրների առաջ ենք կանգնած։ Ու ամենալուրջ պրոբլեմներից մեկն էլ ընդունելության քննություների հարցը դարձավ։

Այստեղ էլ իշխանությունները ինչպես միշտ, դիմեցին պոպուլիզմի օգնությանը և փորձեցին ցույց տալ, թե իրենք ի վիճակի են ամենաբարձր մակարդակով կազմակերպել քննությունները։ Այնումենայնվիվ, քննություններն անցկացնելու և ընդունելության գործընթացի կազմակերպումը ցույց տվեց, որ բազմաթիվ բարձր գնահատականներ ստացած դիմորդներ ուղղակի դուրս են մնացել բուհերից, այնինչ ավելի ցածր գնատականներ հավաքած դիմորդները կարողացել են անխոչընդոտ ընդունվել իրենց նախընտրած բուհը։ Արդյունքում քննությունների կազմակերպման հետ կապված դժգոհությունները նրան հասան, որ դիմորդներից շատերը բողոքի ակցիաներ կազմակերպեցին, և վերջանական արդյունքում հարցական է, թե ինչպես պետք է արդարացիորեն լուծվի նրանց խնդիրը։

Սա ցույց է տալիս, որ կրթության ոլորտի պատասխատատուներն ի վիճակի չեն այնպիսի լուծումներ գտնել, որոնք ընդունելի կլինեն բոլորի կողմից։ Եվ այս հարցում նոր հեծանիվ հորինել պետք չէ, այլ անհրաժեշտ է հաշվի առնել եղած փորձը։ Ճիշտ է՝ նախկինում ևս կրթական համակարգում թերություններ կային, բայց այն ժամանակ պահպանվում էր համակարգի կայունությունը, և չի եղել այդպիսի մի դեպք, երբ դիմորդների շրջանում այսպիսի զանգվածային դժգոհություններ հարուցվեին։

Ավելին, էականորեն հաջողվել էր նվազեցնել կոռուպցիոն ռիսկերը, նախաքննական նյարդային վիճակը հասարակության շրջանում, մի խոսքով՝ համակարգն իր բնականոն ռելսերի վրա էր դրվել: Հիմա ԿԳՄՍ նախարարությունը ամեն ինչ անում է՝ ցանկացած կայացած երևույթ ապականելու համար, կարևորը՝ «նախկին» չլինի, իրենցը լինի, թեկուզ և կործանարար լինի: Ներկայիս իշխանությունների նախընտրած երգերից մեկն ամեն առիթով նախկիններին քննադատելն է, սակայնինչպե՞ս է ստացվում, որ նախկինում հաջողվում էր կրթական համակարգը կայուն պահել, իսկ գործող իշխանություններին դա չի հաջողվում։ Ժամանակը ցույց կտա՝ չե՞ն կարողանում, պարզապես չե՞ն ուզում, թե՞... այդպես է պետք:
