ՀՀ-ում համապարփակ պաշտպանության և անվտանգության համակարգի ներդրման թեմայով «ԱՐԱՐ» հիմնադրամը հետազոտությունների դրամաշնորհ է հայտարարել

«ԱՐԱՐ» քաղաքակրթական հետազոտությունների հիմնադրամը կարևորելով Հայաստանի անվտանգության օրհասական հիմնախնդիրները հայտարարում է «Համապարփակ պաշտպանության և անվտանգության համակարգի ներդրման հեռանկարները Հայաստանում» թեմայով փորձագիտական հետազոտությունների դրամաշնորհային մրցույթ, որի նպատակն է ֆինանսավորել հետազոտություններ, որոնք կվերլուծեն համակարգի ներդրման իրագործելիությունն ու մարտահրավերները Հայաստանում:

Հետազոտության հիմնական խնդիրներն են գնահատել համակարգի ներդրման իրագործելիությունը՝ հաշվի առնելով մեկնարկային պայմաններն ու լոկալ առանձնահատկությունները։ Կներկայացվեն նաև համապարփակ պաշտպանության և անվտանգության մոդելի կիրառման առաջարկություններ՝ շեշտադրելով ռազմական պաշտպանության և ներքին անվտանգության համակարգերի առանցքային բաղադրիչները, ինչպիսիք են պահեստազորի համակարգը, տարածքային պաշտպանության մոդելը, մոբիլիզացիոն մեխանիզմները, ինչպես նաև ռազմական արդյունաբերությունը։

Համապարփակ պաշտպանությունը հայեցակարգ է (կիրառվել է նաև Total Defence անվանումով), որը դուրս է գալիս ավանդական ռազմական ռազմավարությունից և ներառում է ազգային անվտանգության ավելի լայն մոտեցում` ներառելով ոչ միայն ռազմական հատվածը, այլև ողջ հասարակությունը, այդ թվում պետական կառույցները, բիզնեսները, քաղաքացիական հասարակության կազմակերպությունները և առանձին քաղաքացիներին:

Տարբեր աղբյուրներում Համապարփակ պաշտպանությունը սահմանվում է որպես կառավարության պաշտոնական ռազմավարություն, որն իր մեջ ներառում է ողջ հասարակության մասնակցությունը՝ ազգը հնարավոր սպառնալիքներից պաշտպանելու համար: Այս ռազմավարական մոդելը կիրառվել է մի շարք երկրներում, ինչպես օրինակ Իսրայելում, Ֆինլանդիայում, Էստոնիայում, Սինգապուրում, Ավստրիայում, Շվեյցարիայում և այլն։

Դրամաշնորհին դիմել կարող են գիտահետազոտական կազմակերպությունները, փորձագիտական խմբերը և անհատ մասնագետները, որոնք ունեն պաշտպանության և անվտանգության ուսումնասիրությունների փորձ:
