Հայ-ադրբեջանական կարգավորման հարցում ՀԱՊԿ-ի հետ կապված ակնկալիքներն իռացիոնալ են

ՀՀ վարչապետ Նիկոլ Փաշինյանն այսօր, հուլիսի 17-ին Մինսկում մասնակցում է Եվրասիական տնտեսական միության միջկառավարական խորհրդի նիստին, որին մասնակցում են ԵԱՏՄ երկրների կառավարությունների ղեկավարները։ Տեսակետ կա, թե Նիկոլ Փաշինյանը՝ սահմանային լարված իրավիճակը կառավարելի պահելու կարևորությունը նկատի ունենալով, կարող էր Հայաստանից դուրս չգալ։ Եվ, դժվար թե, գործընկերներն ըմբռնումով չվերաբերվեին Փաշինյանի բացակայությանը։ Ուստի, ենթադրելի է, որ վարչապետն, անտեսելով լարված իրավիճակը, մեկնել է Մինսկ՝ կարևոր խնդիր լուծելու համար։ Ասում են, թե՝ ՀՀ վարչապետը Մինսկում բարձրացնելու է Ադրբեջանի ագրեսիային հավաքական քաղաքական գնահատական տալու հարցը։ Նույնիսկ եթե այդպիսի հայտարարույթուն հնչի, այն քաղաքական առումով՝ ոչինչ չարժե, քանի որ չի կարող ազդել Ադրբեջանին սպառազինություն մատակարարելու, տնտեսական պայմանագրերի վրա։ Արդյունավետ կլինի, թերևս, ԵԱՏՄ երկրների կողմից Ադրբեջանի նկատմամբ պատժամիջոցների կիրառումը։ Բայց, հաշվի առնելով Ռուսաստանի և միջինասիական պետությունների ջերմ վերաբերունքը մեր հակառակորդի նկատմամբ, այդ կարգի ակնկալիքներն իռացիոնալ են։ Իռացիոնալ են նաև հայ-ադրբեջանական հակամարտության կարգավորման հարցում ՀԱՊԿ-ի հետ կապված ակնկալիքները։ ՀԱՊԿ-ի չմիջամտելու իրական պատճառնն այն է, որ այդ կառույցի հեգեմոն Ռուսաստանը, որը Սառը պատերազմում պարտված ԽՍՀՄ-ի իրավահաջորդն է, պահպանում է հետսառըպատերազմյան խաղի կանոնները և քաջ գիտակցում, որ հակամարտության ավարտով կզրոյանան իր՝ տարածաշրջանում ազդեցության վերջին լծակները։ Իռացիոնալ են նաև Թուրքիայի սպառնալիքների հետ կապված մտավախությունները։ Քանի դեռ այդ երկիրը ՆԱՏՕ-ի անդամ է, հայ-ադրբեջանական սահմանային միջադեպերը, ենթադրաբար, չեն վերածվի պատերազմի։ Ուստի՝ հնարավոր պատերազմը կանխելու գործիքը ո՛չ ՀԱՊԿ-ն է, ո՛չ էլ, առավել ևս՝ ԵԱՏՄ-ն, այլ ՆԱՏՕ-ն և ԱՄՆ-ն։ Եվ ողջամիտ կլինի, եթե ՀՀ իշխանությունները խորացնեն ՆԱՏՕ-ի և ԱՄՆ-ի հետ համագործակցությունը։ Այս ուղղությամբ քայլերը ոչ միայն կարող են էակապես ամրապնդել տարածաշրջանային անվտանգությունն, այլև կսթափեցնեն ԵԱՏՄ գործընկերներին, մասնավորապես՝ Ռուսաստանին, և վերջինս, թերևս, կհասկանա, որ Ադրբեջանին անվերջ պաշտպանելու դեպքում կարող է վերջնականապես կորցնել իր ազդեցությունը Հարավային Կովկասում։ Իսկ եթե ՀՀ իշխանություններն ԱՄՆ-ի-ՆԱՏՕ-ի հետ համագործակցությունը խորացնելու նախաձեռնություններով հանդես չեն գալիս, ապա ենթադրելի է, որ սահմանային միջադեպերը չեն զարգանա, և ինքնիշխանությանն սպառնալիք, իրոք, չկա։ Հետևաբար՝ ոչինչ չի խանգարում վարչապետին կատարելու ԵԱՏՄ-ի հանդեպ ստանձնած պարտավորությունները։ Ի դեպ՝ հիշեցնենք, որ 2016-ի ապրիլի 8-ին, չեղարկվեց Եվրասիական երկրների վարչապետների՝ Երևանում նախատեսված նիստը, քանի որ ԵԱՏՄ-ակաները ուզեցան չնեղացնել Ադրբեջանին։ Թաթուլ Մկրտչյան
