«Փաստ» օրաթերթը գրում է.

Մինչ իշխանությունները հերթական ընդառաջ քայլն են ուզում անել Ադրբեջանին ու Թուրքիային՝ փոխելով Սահմանադրությունն ու, ի մասնավորի, բացառել Անկախության հռչակագրի, հատկապես Արցախի հիշատակումը, Հայաստանում ավելի ու ավելի շատ ուժեր են համախմբվում իշխանությունների հակազգային քայլերը կանխելու անհրաժեշտության գաղափարի շուրջ:

Օրինակ՝ նախօրեին «Հայաքվե» նախաձեռնությունը մեծ համաժողով էր կազմակերպել «ՀՀ Անկախության հռչակագիրը և ազգային պետության տեսլականը» խորագրով։ Քննարկման նպատակն էր՝ հստակ ներկայացնել Անկախության հռչակագրի կարևորությունը Հայաստանի իրավաքաղաքական համակարգում, վերհանելու Անկախության հռչակագիրը՝ որպես մեր իրավա-քաղաքական համակարգի հենք և նաև արդի մարտահրավերներին արձագանքելու բանալի, ինչպես նաև ներկայացնելու նրա հիման վրա ազգային պետություն կառուցելու հայեցակարգային մոտեցումները։

ՀԱԿ փոխնախագահ Մանուկյանը նշում է, որ Անկախության հռչակագիրը մեր ժողովրդի հավաքական արժանապատվության փաստաթուղթն է, այն և՛ պատմական առումով է հուշարձան, և՛ իրավաբանական առումով։ «Դու չես կարող հերքել երկրի ծնունդը, չես կարող բեկանել այն այլ իրավական փաստաթղթերով կամ որոշումներով երկրի կայացումը։ Ցանկացած բան կարող ես ընդունել, բայց որը չի կարող հերքել ծնունդը»,-ասում է Մանուկյանը։

«Հայաքվե» նախաձեռնության համակարգող Ավետիք Չալաբյանն էլ նշում է. «Մենք այսօր ապրում ենք մի իրականության պայմաններում, երբ գործող վարչակարգն անընդհատ սեփական պարտություններն արդարացնելու համար փորձում է գտնել մեղավորներ: Հիմա հերթական մեղավորը դարձել է ՀՀ Անկախության հռչակագիրը, որն աբսուրդ է: Դա մեր, այսպես ասած, ծննդյան վկայականն է, և, ի դեպ, Անկախության հռչակագիրը մի փաստաթուղթ է, որը ծնվել է ՀՀ ամենաներկայացուցչական, ամենաբազմակուսակցական խորհրդարանի կողմից»: Ավետիք Չալաբյանը կարծում է, որ եթե հռչակագիրը գոյություն չունենա, գոյություն չի ունենա նաև մեր պետությունը:

Այս համաժողովով նախաձեռնողներն սկսում են գործողությունների շարք, որի նպատակը, ըստ Չալաբյանի խոսքերի, «երկրում նոր, ազգային իշխանություն ձևավորելն է, նրա գործունեության համար հստակ, հանրայնորեն ընկալելի օրակարգ սահմանելը ու մեր երկիրն այս աննախադեպ անվտանգային ճգնաժամից հանելն է»:
