Այնուհետև նա հիշել է ՌԴ նախկին նախագահ Բորիս Ելցինի կառավարման տարիները, որոնց ընթացքում վերջինս մեկնել էր ԱՄՆ, ելույթ էր ունեցել Կոնգրեսում:

«Նա արտասանեց հրաշալի խոսքեր՝ Աստված օրհնի Ամերիկան: Նա ամեն ինչ ասաց, դրանք ազդանշաններ էին՝ մեզ ձեզ մոտ թողեք։ Հետո սկսվեցին դեպքերը Հարավսլավիայում... Մինչ այդ Ելցինին գովում էին, իսկ հենց Հարավսլավիայի դեպքերը սկսվեցին ու երբ Ելցինն իր ձայնը բարձրացրեց սերբերի համար, դե, մենք չէինք կարող մեր ձայնը չբարձրացնել սերբերի համար, ի պաշտպանություն նրանց... Ես հասկանում եմ, որ այնտեղ բարդ գործընթացներ են եղել, բայց հասկացեք՝ Ռուսաստանը չէր կարող իր ձայնը չբարձրացնել սերբերի համար, քանի որ սերբերը նույնպես առանձնահատուկ ազգ են՝ մեզ հարազատ, ուղղափառ մշակույթով և այլն։ Դե, դա նշանակություն չունի, բայց կարևորն այն է, որ Ելցինը հանդես եկավ ի պաշտպանություն։ Ի՞նչ արեց Միացյալ Նահանգները. Միջազգային իրավունքի և ՄԱԿ-ի կանոնադրության խախտմամբ սկսվեց Բելգրադի ռմբակոծումը։ Միացյալ Նահանգները ջինին բաց թողեց շշից»,- ասել է Պուտինը։

ՌԴ նախագահը հիշեցրել է, որ այն ժամանակ Ելցինին սկսեցին վարկաբեկել, մտանշել, որ «հարբեցող է, ոչինչ չի հասկանում, չի գիտակցում»:

«Վստահեցնում եմ ձեզ՝ ամեն ինչ հասկանում էր, ամեն ինչ գիտակցում էր», - ասել է ՌԴ նախագահը:
