Նախկին ոստիկանապետ Արման Սարգսյանի վերաբերյալ տարածված տեղեկությունները կեղծ են

alternativ.am լրատվական կայքում տարածվել էր «Կոռուպցիոն բացահայտումներ Ոստիկանությունում, որոնք գաղտնի են պահվում» վերտառությամբ հրապարակում այն մասին, որ ՀՀ նախկին ոստիկանապետ Արման Սարգսյանը և երկու տեղակալները՝ Արթուր Մարտիրոսյանն ու Հայկ Մհրյանը, 30 միլիոն դրամ են դուրս գրել ոստիկանության գաղտնի ծառայակիցների աշխատավարձը վճարելու համար, սակայն այդ գումարը համապատասխան մարդկանց չի հասել: Բացի այդ, Արման Սարգսյանն Առաջին հանրապետության տոնի՝ մայիսի 28-ի առթիվ ոստիկանության ծառայողներին պարգևատրել է 51 հատ անվանական զենքով, սակայն այդ ծառայողների մեջ եղել են այնպիսիք, որոնք, ըստ օրենքի, չէին կարող պարգևատրվել անվանական զենքով (ցածր կոչման և այլ պատճառներով): Այս փաստի վրա «աչք փակելը» կլորիկ գումար է արժեցել՝ յուրաքանչյուր ծառայողի մասով շուրջ 2000 ամերիկյան դոլար: Այս գործողությունն էլ իրականացվել է ՀՀ ոստիկանության կադրային քաղաքականության վարչության պետ Սամվել Քոչարյանի համակարգմամբ, իսկ իբր հովանավորել է Սարգսյան, Մարտիրոսյան, Մհրյան եռյակը: Վերը նշված տեղեկատվությունը հետագայում տարածվել է նաև այլ լրատվական կայքերում: 07.07.2020թ. ՀՀ ոստիկանության պետի կողմից նշանակվել էր ծառայողական քննություն: Ծառայողական քննության ընթացքում պարզվել է, որ Հանրապետության տոնի կապակցությամբ, որպես խրախուսանք, ՀՀ ոստիկանության պետի հրամաններով զենքով պարգևատրվել է ոստիկանության 7 ծառայող: Արձանագրվել է, որ հիշյալ ծառայողների զենքով պարգևատրումները հիմնավորված են, մասնավորապես՝ դրանք տրվել են ՀՀ ոստիկանությունում երկարամյա, օրինակելի և անբասիր ծառայության, ինչպես նաև ծառայողական պարտականությունները կամ հատուկ առաջադրանքները բարեխիղճ կատարած ծառայողներին, ինչը վկայում է, որ ՀՀ ոստիկանության պետի հրամանները բացառապես բխել են օրենսդրական պահանջներից և եղել են իրավաչափ:
Ոստիկանության ծառայակիցների աշխատավարձը վճարելու համար 30 միլիոն դրամ դուրս գրելու վերաբերյալ հրապարակման մեջ նշված հանգամանքի կապակցությամբ պարզվել է, որ տեղեկատվությունն իրականության հետ որևէ կապ չունի: Մասնավորապես՝ ՀՀ ոստիկանության գաղտնագրված ծառայողների աշխատանքի վարձատրությունը յուրաքանչյուր ամիս կատարվում է օրենսդրությամբ սահմանված կարգով, ժամկետներում և չափով, և ամենևին համեմատելի չէ հրապարակված գումարի հետ: «Օպերատիվ-հետախուզական գործունեության մասին» ՀՀ օրենքի հիման վրա նշված ժամանակահատվածում վճարված դրամական պարգևատրման գումարները ևս անհամեմատելի են վերը նշված թվի հետ: ՀՀ ոստիկանության նախկին պետ, ոստիկանության պաշտոնաթող գնդապետ Արման Սարգսյանի պաշտոնավարման ժամանակահատվածում ՀՀ ոստիկանության ստորաբաժանումների օպերատիվ-ծառայողական գործունեության հատուկ միջոցների նախահաշվով նախատեսված միջոցներից կատարվող վճարումները հասցեատերերին չտրամադրվելու դեպքեր չեն հայտնաբերվել: Ծառայողական քննության շրջանակներում կայքի տնօրենը բացատրություն է տվել, որ հրապարակման հետ կապված հանցագործության վերաբերյալ հաղորդում ներկայացնել չի ցանկանում, հիշյալ տեղեկատվությունն ապացուցող փաստական տվյալներ չի կարող ներկայացնել և նշված տեղեկությունը հրապարակելով՝ ակնկալել է մեծացնել հետաքրքրությունը կայքի նկատմամբ: Այսպիսով, ծառայակիցներին աշխատավարձ վճարելու համար ՀՀ ոստիկանության նախկին պետ Ա. Սարգսյանի, ՀՀ ոստիկանության պետի տեղակալներ Ա. Մարտիրոսյանի և Հ. Մհրյանի կողմից 30 միլիոն դրամ դուրս գրելու ու նպատակին չծառայեցնելու, ոստիկանության 51 ծառայողներին անվանական զենքով պարգևատրելու, այդ կապակցությամբ անհիմն պարգևատրվածներից 2000-ական ԱՄՆ դոլար ստանալուն հովանավորելու վերաբերյալ «alternativ.am» կայքում 04.07.2020թ. հրապարակված տեղեկատվությունը չի համապատասխանում իրականությանը, հիմնազուրկ է ու նաև չի ապացուցվել նշված տեղեկատվությունը հրապարակած լրատվամիջոցի կողմից: Ելնելով վերոգրյալից՝ ծառայողական քննության նյութերը թողնվել են անհետևանք:
