ՀՀ պաշտպանության նախարարությունն առաջարկում է փոփոխել զորակոչի մասին քաղաքացիներին իրազեկելու կարգը և ավելացնել նաև էլեկտրոնային իրազեկման տարբերակը։

Այս մասին նախագիծը արդեն հրապարակվել է e-draft կայքում:

Այսինքն` զորակոչի մասին քաղաքացիներին կիրազեկվի ոչ միայն փոստային նամակով, այլ նաև կուղարկվի անձնական էլեկտրոնային փոստով, ինչպես նաև ծանուցումը կտեղադրվի հայտարարությունների azdarar.am կայքում։

Առաջին դեպքում ծանուցագիրը կհամարվի հանձնված, եթե ստացողը ծանոթացել է դրան և հաստատել այն էլեկտրոնային եղանակով, երկրորդ դեպքում ՝ կայքում հրապարակվելուց 5 օր հետո:

Նախագծի հիմնավորման մեջ նշվում է, որ գործնականում քիչ չեն դեպքերը, երբ պատշաճ ծանուցումների չապահովման արդյունքում քաղաքացիները խուսափում են համապատասխան միջոցառումներին ներկայանալուց, իսկ դրա արդյունքում հնարավոր չի լինում լուծել նրանց պատասխանատվության ենթարկելու հարցը:

«Այդ նպատակով անհրաժեշտություն է առաջացել հստակ սահմանել քաղաքացիներին տրվող ծանուցումների եղանակները՝ փաստաթղթային կամ օրենքով սահմանված անհատական կամ հրապարակային, ինչպես նաև քաղաքացու կողմից դրանց ստացումը հաստատող փաստաթղթերի և հանգամանքների շրջանակը»,- ասված է հիմնավորման մեջ։

Նշենք, որ e-draft–ում նախագիծին դեմ կամ կողմ կարելի է քվեարկել մինչև հունվարի 31-ը։
