«Փաստ» օրաթերթը գրում է.

2023 թվականի օգոստոսի 12-ին Կոմիտասի պողոտայի վրա տեղի է ունեցել մահացու ելքով ավտովթար: Եվ, ինչպես պարզվում է, ավտովթարի «հեղինակը» եղել է Հրաչյա Մուշեղյանը: Խոսքը նախկին ՀՔԾ (հիմա՝ hակակոռուպցիոն կոմիտե) քննիչ Հրաչյա Մուշեղյանի մասին է, որը կարճ ժամանակում դարձավ վարչության պետ, ապա թողեց աշխատանքն ու անցավ փաստաբանական գործունեության: Ըստ մամուլի հրապարակումների, Հրաչյա Մուշեղյանը մեքենան վարելու պահին եղել է անսթափ վիճակում:

Իրավաքաղաքական անցուդարձին հետևողները կհիշեն, որ ժամանակին, այն է՝ մի քանի տարի առաջ այդ նույն Մուշեղյանը եղել է ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանի դեմ քաղաքական հետապնդման հիմնական դերակատարներից մեկը, մասնավորապես գլխավորել է քննչական խումբը: Ավելին, անկախ այն բանից՝ շատերը կհիշեն, թե չեն հիշի, հստակ արձանագրված փաստ է, որ, որպես ՀՔԾ քննչական խմբի ղեկավար, Հրաչյա Մուշեղյանը կտրականապես պահանջում էր, որ նախագահ Ռոբերտ Քոչարյանը կալանավորվի: Նա «պատճառաբանում» էր, որ Քոչարյանը նախագահ է եղել, կապեր, ազդեցություններ ունի և խափանման այլ միջոց կիրառելու դեպքում կարող է ազդել քննության ընթացքի վրա, խուսափի քննությունից և այլն:

Հիմա, Մուշեղյանի նկատմամբ, կարծես, քրեական հետապնդում է հարուցվել, սակայն ամենահետաքրքիրն այն է, որ խափանման միջոց է ընտրվել... բնակավայրից բացակայելու արգելքը: Մարդկային լեզվով ասած՝ նախկին ՀՔԾ նախկին քննիչ Հրաչյա Մուշեղյանը, լինելով անսթափ վիճակում, քիչ չի, որ նստել է մեքենայի ղեկին, դեռ մի հատ էլ վթարի ու մարդու մահվան պատճառ է դարձել, բայց այդ ամենից հետո ո՛չ ձերբակալվել է, ո՛չ էլ դեռևս կալանավորվել: Դե, ինքն էլ իր համար հո կալանք չէր պահանջելու: Մինչդեռ, տրամաբանությունը հուշում է, որ նախկին քննիչը հաստատ ընկերական հարաբերություններ, կապեր ունի նույն իրավապահ համակարգում և սկզբունքորեն կարող է ազդել քննության ընթացքի վրա, հասկանալի է՝ հօգուտ իրեն: Այսինքն, Մուշեղյանի՝ տարիներ առաջ բերած «պատճառաբանությունը» պետք է հիմա աշխատեր նաև իր դեպքում, բայց փաստը մնում է փաստ, որ դեռևս չի գործում:

Ինչ-որ բան է փոխվել: Երևի թե միայն այն, որ իշխանության ցանկությունները կատարածներն անպատիժ են: Դե, կարելի է նաև օրենք ընդունել, որ նիկոլականներին ամեն ինչ կարելի է: Չնայած առանց օրենք ընդունելու էլ այդպիսի օրինակները քիչ չեն, այդ թվում՝ Փաշինյանի ավտոշարասյան կողմից Սոնա Մնացականյանին մահացու վրաերթի ենթարկելու դեպքը և այլն: Այստեղ երևի թե անելիք ունի դատախազությունը, որպես անկախ մարմին, որը կախում չունի քննչական մարմիններից ու կարող է հետևողական լինել նման «բազմաստանդարտ» դեպքերի նկատմամբ:
