Կառավարությունն իր այսօրվա՝ դեկտեմբերի 21-ի նիստում որոշեց պետական աջակցություն տրամադրել վերարտադրողականության օժանդակ տեխնոլոգիաների կիրառմամբ բժշկական օգնություն ստացած՝ զոհված զինծառայողի ծնողին մինչև երեք տարեկան երեխայի խնամքն իր բնակության վայրում չհաշվառված անձի՝ դայակի կամ վճարովի հիմունքներով գործող նախադպրոցական հաստատության միջոցով կազմակերպելու հարցում։

Մասնավորապես, նախատեսվում է շահառուի մինչև երեք տարեկան երեխայի խնամքը կազմակերպելու համար զոհված զինծառայողի ծնողի և Աշխատանքի և սոցիալական հարցերի նախարարության միասնական սոցիալական ծառայության տարածքային կենտրոնի միջև կնքել աջակցության տրամադրման պայմանագիր։

Պայմանագիրը կնքելուց հետո շահառուն երեխայի խնամքը կազմակերպելու նպատակով պետք է կնքի ծառայությունների մատուցման պայմանագիր դայակի կամ վճարովի հիմունքներով գործող նախադպրոցական հաստատության հետ։

Պայմանագրի հիման վրա յուրաքանչյուր երեխայի խնամքը դայակի կամ հաստատության միջոցով օրական առնվազն 6 ժամով կազմակերպելու համար շահառուին ամսական կտրվածքով նախատեսվում է վճարել գումար՝ ծառայությունների մատուցման պայմանագրով սահմանված ամսական վարձատրության չափով, բայց ոչ ավելի, քան 104 000 դրամը։ Պետական աջակցությունն առաջարկվում է տրամադրել մինչև երեխայի 3 տարին լրանալը։

Հաշվի առնելով զոհված զինծառայողների ծնողների բարձր տարիքային խումբը, ինչպես նաև հետծննդյան խնամքի դժվարությունները՝ նախագծի ընդունմամբ ակնկալվում է միջոցառման շրջանակներում աջակցության տրամադրման միջոցով նպաստել նրանց մինչև երեք տարեկան երեխայի խնամքի արդյունավետ կազմակերպմանը։

ՀՀ պետական բյուջեից մոտ 100 շահառուի երեխայի խնամքի կազմակերպման համար յուրաքանչյուր տարվա համար կպահանջվի միջինը 1,248 մլն դրամ գումար (100 x 104000 x 12 = 124 800 000)։

Նշենք, որ  2022 թ.-ից իրականացվում է շահառուների կողմից կատարվող՝ փոխնակ մոր ծառայության և դոնորական ձվաբջջի համար ծախսերի մասնակի փոխհատուցման նշանակումն ու վճարումը:

29.11.2023 թ. դրությամբ դոնորական ձվաբջջի ձեռքբերման ծախսերի համար փոխհատուցում է հատկացվել 37 շահառու անձանց, ինչպես նաև փոխհատուցումը փոխանցվել է համապատասխան բժշկական կազմակերպություններին՝ 114 շահառուի համար, իսկ փոխնակ մոր ծառայություններից օգտվելու համար՝ 16 շահառու անձանց համար։
