«Փաստ» օրաթերթը գրում է.

Երեկ ԱԱԾ-ն հաղորդագրություն էր տարածել հանցավոր խմբի կողմից մանկապարտեզներում սննդի մատակարարման գործընթացում առանձնապես խոշոր չափերով հափշտակություն և փաստաթղթի կեղծիք կատարելու դեպքերի մասին: Մասնավորաբար, նշվում է, որ ՀՀ ազգային անվտանգության ծառայության Երևանի քաղաքային վարչությունում ստացված օպերատիվ տվյալների իրացման արդյունքում ներկայացված առերևույթ հանցանքի մասին հաղորդման և դրան կից ներկայացված համապատասխան փաստը հաստատող նյութերի հիման վրա քննչական գլխավոր վարչությունում նախաձեռնված քրեական վարույթով իրականացված համալիր օպերատիվ-հետախուզական միջոցառումների ու վարութային գործողությունների արդյունքում բացահայտվել է նախնական համաձայնությամբ, խմբի կազմում առանձնապես խոշոր չափերով խարդախություն կատարելու, դրան օժանդակելու, ինչպես նաև տեղական ինքնակառավարման մարմնի կազմակերպության և առևտրային կազմակերպության կողմից տրվող իրավաբանական նշանակություն ունեցող փաստ հավաստող և իրավունք վերապահող փաստաթղթեր կեղծելու առերևույթ դեպքեր:

Քանի որ հաղորդագրության մեջ շեշտվում է «Երևանի քաղաքապետարանի ենթակայությամբ գործող տարբեր մանկապարտեզներ» արտահայտությունը, «Փաստը» որոշ պարզաբանումների համար դիմեց Երևանի քաղաքապետի մամուլի քարտուղար Հայկ Կոստանյանին: Վերջինս նախ նշեց. «Երևան քաղաքում նախադպրոցական ուսումնական հաստատություններում երեխաների սննդի մատակարա - րումն իրականացվում է պետական գնումների մրցույթներում հաղթող ճանաչված մասնակիցների կողմից: Գնումներն իրականացվում են վարչական շրջանների կողմից ուղարկված՝ իրենց տարածքներում գործող մանկապարտեզների սննդի կարիքների վերաբերյալ հայտերի միջոցով»:

Կոստանյանը մեզ հետ զրույցում նշեց, որ ԱԱԾ-ի բացահայտումները կապ ունեն Երևանում գործող որոշ մանկապարտեզների հետ: «Երևանի քաղաքապետարանի աշխատակազմի ներքին աուդիտի բաժինը նախադպրոցական ուսումնական հաստատություններում նկատել էր որոշակի անճշտություններ և այդ ողջ ինֆորմացիան փոխանցել էր ազգային անվտանգության ծառայությանը: Ուզում եմ շեշտել, որ Երևանի քաղաքապետարանը՝ ի դեմս քաղաքապետի, անհանդուրժող է ցանկացած նման երևույթի հանդեպ»,- ասաց Երևանի քաղաքապետի մամուլի քարտուղարը՝ հավելելով, որ թե՛ քաղաքապետարանում, թե՛ վարչական շրջաններում և թե՛ ենթակա կառույցներում համանման դեպքեր լինելու դեպքում դրանք ունենալու են իրենց արժանի գնահատականը:
