Իրավական երկիր կառուցելու և այն կայացնելու համար միայն ցանկությունը բավարար չէ: Դրա համար հարկավոր է ոչ միայն վեր կանգնել կուսակցական շահերից, այլև երկրի առջև ծառացած ներքին ու արտաքին մարտահրավերներին ու խնդիրներին նայել միայն օրենքի ու իրավունքի գերակայության տեսանկյունից: 

Բայց, ինչպես երևում է, ոչ միշտ է հնարավոր լինում սեփական կուսակցական այս կամ այն կապրիզն իրականություն դանձնելու ցանկությունից վեր կանգնել ու ամեն ինչին նայել չոր օրենքի տեսանկյունից: Եվ հենց այստեղ է, որ առաջանում է իրերն իրենց անուններով կոչելու պահանջ:

Այս առումով զուտ իրավական պետության կայացման ու պետության առողջացման համար շատ կարևոր է «Մեկ Հայաստան» կուսակցության նախագահ Արթուր Ղազինյանի կողմից սկսած՝ իշխանություններին իրավական պատասխանատվության ենթարկելու ջանքերը, որը կարող է ոչ միայն նախադեպային դառնալ, այլև հետագայում զսպել իշխանությունների կողմից իրականացվող անտրամաբանական և անհամաչափ ցանկացած գործողություն:

Ղազինյանի նախաձեռնությունը օգտակար կլինի նաև հետագայի համար, քանի որ կոնկրետ գործով ցույց կտան երկիրը ղեկավարելիս ընդունած որոշումների համար պատասխանատվություն կրելու կարևորությունը, որն անտեսել չի կարելի:
Այս ճանապարհով անցել են շատ երկրներ և կարողացել են օրենքի գերակայության երբեմնի խարխուլ հիմքերն ամրապնդել ու զարգացման ճանապարհով գնալ:

Եվ, բնական է, որ երկրում արդարության ու հավասարության մթնոլորը ձևավորելու համար այս ճանապարհով պետք է անցնի նաև Հայաստանը, որի համար պայքարում է «Մեկ Հայաստան» կուսակցության նախագահ Արթուր Ղազինյանը:
