«Փաստ» օրաթերթը գրում է.

Մեր տնտեսության ծանր հրետանին՝ գործարար աշխարհը, շարունակում է պարբերաբար թիրախավորվել պետական տարբեր մարմինների, այդ թվում՝ իրավապահների կողմից: Արդյունքում գործարարները ոչ թե բնականոն գործարար միջավայրում ու մթնոլորտում են աշխատում, այլ ստիպված են անընդհատ «փոխհրաձգության» մեջ մտնել պետության հետ:

Օրինակ՝ վերջին շրջանում ավելի ու ավելի հաճախ ենք, մեղմ ասած, դժգոհություններ ստանում գործարարներից՝ կապված Քննչական կոմիտեի անհանգստացնող գործելակերպի հետ: Ի մասնավորի, նշվում է, որ գործարարներին կանչում են ՔԿ համապատասխան վարչություն, տեղեկացնում, որ հաշվարկ են արել, պետբյուջե «մուծելիք» կա, և «բարեկամաբար» խորհուրդ են տալիս վճարել նշված թիվը, հակառակ դեպքում կալանքի միջնորդությամբ կմտնեն դատարան:

Գործարարների փորձերը՝ ճշտել, թե ներկայացված «թիվ-թվաբանությունը» ի՞նչ հիմք ունի, և ընդհանրապես՝ որևէ հիմք ունի՞, որևէ քննություն իրականացվե՞լ է, թե՞ ՔԿ քննիչների «ճաշակով» է ձևավորվել՝ «նկարչության» դասական կանոններով, մնում են անպատասխան: Գործարարները նշում են, որ իրենց հետ որևէ աշխատանք չեն տարել, որևէ զգուշացում չեն արել, որևէ աշխատանք չեն իրականացրել, այլ միանգամից կանգնեցնում են «փաստի» առջև:

Մենք տեղեկություններ ունենք, որ շատ գործարարներ ստիպված «մուծվել» են, ու պատճառը միայն «նստելու» վախը չէ: Բանն այն է, որ, անկախ նրանից՝ քննություն արվել է, թե ոչ, հիմք ունի նման պահանջը, թե ամեն կերպ բյուջե լցնելու միջոց է, քրեական վարույթի նախաձեռնման, առավել ևս կալանքի փաստն ինքնին ազդում է գործարարների վարկանիշի ու հեղինակության վրա: Ավելին, նրանց նկատմամբ բանկերը, միջազգային գործընկերները սկսում են զգուշություն ցուցաբերել, վերապահումներ են ունենում: Մեզ հետ զրույցում գործարարները նշում էին, որ այս աշխատաոճը եղել է նաև ՊԵԿ քննչական վարչությունում, որի գործառույթներն անցել են ՔԿ-ին, սակայն քննչական կոմիտեում այդ «ավանդույթը» կյանքի է կոչվում առավել «կատարելագործված» ձևով ու մեթոդներով:

Սա գործարարներին վախի, անհանգստության մեջ պահող գործելաոճ է, ինչը, նրանց խոսքով, շատ լուրջ, խորքային խնդիրներ է պարունակում: Տնտեսագետներից մեկը մեզ հետ զրույցում նշեց, որ նման վարչարարությունը կարող է լուծել բյուջեի մուտքերի այսրոպեական խնդիր, բայց հեռանկարային իմաստով ոչ միայն որևէ դրական բան չի տալու, այլև հակառակը՝ էական վնաս է հասցնելու գործարար միջավայրին՝ հետագա ծանր հետևանքներով...
