Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանը կոչով դիմել է Հայաստանի Հանրապետության, Ռուսաստանի Դաշնության և Ադրբեջանի Հանրապետության արտաքին գործերի նախարարներին՝ 2023թ. հուլիսի 25-ին Մոսկվայում կայանալիք հերթական հանդիպմանն ընդառաջ․

«Կրկին ահազանգում եմ Ադրբեջանի կողմից Արցախի (Լեռնային Ղարաբաղի) Հանրապետության 225-օրյա շրջափակման, այդ թվում՝ 40-օրյա լիակատար պաշարման և դրա հետևանքով Արցախում սրընթաց կերպով խորացող հումանիտար աղետի անհապաղ վերացման անհրաժեշտության մասին:

Խստագույնս դատապարտելի է, որ ադրբեջանա-ղարաբաղյան հակամարտության քաղաքական կարգավորման, կողմերի միջև փոխվստահության միջավայրի ձևավորման փոխարեն Արցախի հարցում Ադրբեջանի քաղաքական օրակարգի իրականացման հիմնական գործիքներից են Արցախի Հանրապետության շրջափակումն ու արդեն լիակատար պաշարումը, կենսական ենթակառուցվածքների շարունակական խափանումը և անթաքույց ցեղասպանական քաղաքականության վարումը:

Ընդգծում եմ, որ Արցախում Ադրբեջանի կողմից իրականացվում են մարդկության դեմ հանցագործություններ, որոնք անմիջական հետևանք են Ադրբեջանի կողմից 2020թ. նոյեմբերի 9-ի եռակողմ հայտարարության և միջազգային իրավական հանրահայտ փաստաթղթերի կոպտագույն խախտումների: Պատերազմից հետո Արցախի ժողովուրդը հավատացել է Եռակողմ հայտարարությամբ ամրագրված երաշխիքներին և հատկապես ՌԴ խաղաղապահ զորակազմի առաքելությանը՝ վերադառնալով հայրենի տներ ու ձեռնամուխ լինելով կյանքի վերականգնմանը:

Լիազորված իմ ժողովրդի կողմից տրված իշխանության մանդատով՝ պահանջում եմ 2020թ. նոյեմբերի 9-ի եռակողմ հայտարարության կողմերից գործնական քայլեր ձեռնարկել՝ ապահովելու Լաչինի միջանցքի իրավական ռեժիմի անհապաղ վերականգնումը և երաշխավորելու Արցախի ժողովրդի անվտանգությունը՝ առնվազն Եռակողմ հայտարարությամբ դրա Կողմերի ստանձնած պարտավորությունների շրջանակում: Մեր ժողովրդի կենսագործունեության այդ նվազագույն պայմանն ապահովելուց հետո հնարավոր կլինի անդրադառնալ հակամարտության բոլոր բաղադրիչներին և որոշակիորեն բարենպաստ միջավայրում քննարկել դրանց լուծման միջոցները:

Ստեղծված աղետալի իրավիճակն առաջին հերթին Եռակողմ հայտարարության կողմերի կողմից անհապաղ կերպով չկարգավորվելու դեպքում վերահաս ողբերգությունների պատասխանատվության հիմնական մասն ընկնում է հենց նրանց վրա։
