Կառավարության այսօրվա նիստում ընդունված որոշմամբ, Ստեփանավանի արտակարգ իրավիճակների օդանավակայանը լուծարվել է։

Առանց քննարկման ու զեկուցման ընդունված այս որոշման նախագծում նշված է, որ դրա անհրաժեշտությունը պայմանավորված է Հայաստանի Հանրապետության օդանավակայանների վերագործարկման և Հայաստանի Հանրապետությունում փոքր ավիացիայի և հայաստանյան օդանավակայանների զարգացման հեռանկարով:
Ստեփանավանի օդանավակայանն ընդգրկված է եղել «Պետական գույքի մասնավորեցման 2006-2007թթ. ծրագրի մասին» ՀՀ օրենքի ցանկում։ Մինչև 2013թ.–ը դրա 100 տոկոս պետական սեփականություն հանդիսացող բաժնետոմսերի կառավարման լիազորությունը վերապահված է եղել Պետական գույքի կառավարման կոմիտեին։

Հաշվի առնելով ընկերության ռազմավարական նշանակությունը (գտնվում է Վրաստանի Հանրապետությունից 20 կմ հեռավորության վրա) և գործունեության կարևորությունը՝ պետգույքի կառավարման կոմիտեն դիմել էր ՀՀ քաղաքացիական ավիացիայի գլխավոր վարչությանը, ՀՀ պաշտպանության, ՀՀ արտակարգ իրավիճակների և ՀՀ գյուղատնտեսության նախարարություններին՝ օդանավակայանի հետագա նպատակային օգտագործման և զարգացման վերաբերյալ առաջարկություններ տրամադրելու համար։ Պատասխան գրությամբ ՀՀ արտակարգ իրավիճակների նախարարությունը ներկայացրել էր ընկերության զարգացման ծրագիր, որի իրականացման համար պետական գույքի կառավարման կոմիտեին առաջարկվել էր բաժնետոմսերի կառավարման լիազորությունը վերապահել ՀՀ արտակարգ իրավիճակների նախարարությանը։

Արդյունքում օդանավակայանը հանվել էր մասնավորեցման ցանկից։ Բայց, քանի որ Արտակարգ իրավիճակների նախարարության կողմից ներկայացված զարգացման ծրագիրն այդպես էլ չէր իրականացվել, նախարարության առաջարկով այն դարձյալ ընդգրկվել էր 2017-2020թթ. մասնավորեցման ծրագրում, բայց մինչ օրս չէր մասնավորեցվել։
Լոռու մարզի Ստեփանավան համայնքում գտնվող օդանավակայանը տարիներ շարունակ թռիչքներ չի իրականացրել և որևէ գործունեություն չի ծավալել։ Անշարժ գույքն իրենից ներկայացնում է 61.7 հա հողատարածք, իսկ շենքերի գերակշիռ մասն ամբողջությամբ քանդված են։

Հատկանշական է, որ 2019թ–ին ՀՀ Գլխավոր դատախազությունը հայտարարել էր Ստեփանավանի օդանավակայանում բացահայտված չարաշահումների մասին։
Ըստ պաշտոնական հաղրդագրության` օդանավ
ակայանի կապալառու մասնավոր ընկերությունը դրա հիմնանորոգման աշխատանքները կատարել էր ոչ թե սեփական, այլ պետական միջոցներով։
Կառավարության 2014թ. մարտի 6-ի որոշմամբ «Նյուտեք Շին» ընկերության և ՀՀ արտակարգ իրավիճակների նախարարության միջև կնքվել էր շինարարական կապալի պայմանագիր՝ Ստեփանավանի օդանավակայանի վարչական շենքում և տարածքներում կառուցապատման և կապիտալ վերանորոգման աշխատանքներ իրականացնելու մասին:
