Այս հուշագիրը հնարավորություն է ընձեռում համակարգել ջանքերը՝ թիրախային ծրագրեր իրականացնելու ուղղությամբ

Փետրվարի 1-ին Սյունիքի մարզպետարանն, ի դեմս մարզպետ Ռոբերտ Ղուկասյանի, եւ «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» (ԶՊՄԿ) փակ բաժնետիրական ընկերությունն, ի դեմս գլխավոր տնօրեն Ռոման Խուդոլիի, կնքել են հուշագիր տնտեսական, սոցիալական եւ բնապահպանական ոլորտներում համագործակցության մասին։

ԶՊՄԿ մամուլի ծառայության փոխանցմամբ՝ hուշագրով նախատեսվում է համագործակցությունն իրականացնել հետեւյալ ուղղություններով․

- Սոցիալական բնագավառում, մասնավորապես՝ առողջապահության ոլորտում, անապահով ընտանիքների սոցիալական վիճակի բարելավման, կրթության ասպարեզում, մասնավորապես՝ Սյունիքի մարզը որակյալ մասնագետներով ապահովելու նպատակով, եւ այլ ուղղություններով։

- Տնտեսական բնագավառում, մասնավորապես՝ նպաստել մարզի տնտեսության դիվերսիֆիկացմանը՝ առաջնահերթությունը տալով թեթեւ արդյունաբերությանը եւ, հատկապես, գյուղատնտեսության ոլորտին:

- Բնապահպանական ոլորտում, մասնավորապես՝ նպաստել մարզի բնապահպանական խնդիրների լուծմանը, խթանել այլընտրանքային էներգիայի կիրառությունը:

Կողմերը պարտավորվել են համագործակցել նաեւ երկկողմանի հետաքրքրություն ներկայացնող համապատասխան ոլորտներում մշտադիտարկման, փորձի փոխանակման, տեղեկատվական նյութերի հրապարակման ուղղություններով։

Սյունիքի մարզպետ Ռոբերտ Ղուկասյանը հուշագրի ստորագրման առիթով ասել է.

«Զանգեզուրի պղնձամոլիբդենային կոմբինատը նոր չէ, որ այս բոլոր ուղղություններով սոցիալական աջակցության ծրագրեր է իրականացնում։ Այս հուշագիրը նպատակ ունի ավելի հասցեական, համակարգված եւ արդյունավետ դարձնելու Սյունիքի ամենախոշոր ձեռնարկության մասնակցությունը մարզի զարգացմանը։ Ինձ համար հատկապես կարեւոր է, որ հուշագիրը նախանշում է կոնկրետ թիրախներ եւ ըստ ոլորտների ձեւակերպում խնդիրների լուծման հստակ ճանապարհները։ Կարեւոր է նաեւ, որ տարածքային կառավարման մարմիններն ու մասնավոր ընկերություններն ունենան իրենց  պարտավորությունների, գործառույթների եւ համագործակցության հստակ շրջանակն ամրագրող փաստաթուղթ։ Ընկերությունների սոցիալական պատասխանատվության ծրագրերը չպետք է փոխարինեն պետության պարտականություններին, ինչպես հաճախ եղել է, այլ պետք է փոխլրացնեն եւ ավելի արդյունավետ դարձնեն մարզի զարգացմանն ուղղված ջանքերը»։

ԶՊՄԿ գլխավոր տնօրեն Ռոման Խուդոլին ընդգծել է մարզպետարանի հետ համատեղ աշխատանքի կարեւորությունը.

«Շատ կարեւոր է, որ սոցիալական օգնությունը լինի նպատակային եւ միտված կայուն զարգացմանը, իսկ դրա համար ուղղությունների եւ նպատակների համատեղ համակարգումն անհրաժեշտություն է։ Չհամակարգված սոցիալական ծրագրերն ունենում են կարճաժամկետ ազդեցություն եւ տարիներով ծախսված զգալի գումարները չեն ապահովում կայուն արդյունք։ Այս հուշագիրը հնարավորություն է ընձեռում նախանշել ռազմավարական ուղղությունները եւ համակարգել ջանքերը՝ թիրախային ծրագրեր իրականացնելու ուղղությամբ։ Ինձ համար հատկապես կարեւոր է սոցիալական եւ բնապահպանական կայունության կարեւորության գիտակցումը եւ այդ ուղղությամբ համատեղ աշխատանքը։ Խնդիրները շատ են, բայց մեր լուծումները պետք է կենտրոնանան ոչ թե արագ, այլ կայուն, երկարաժամկետ ու ռազմավարական արդյունքների վրա»։
