Իվետա Տոնոյանը ֆեյսբուքյան իր էջում գրում է.

Այսօր` նոյեմբերի 19-ին Ստեփանակերտում տեղի ունեցավ Գագիկ Ծառուկյանի հովանավորությամբ հիմնադրված Ռուսական կենտրոնի բացման հանդիսավոր արարողությունը, որին Գագիկ Ծառուկյանի հանձնարարությամբ մասնակցում էին ԲՀԿ քաղաքական խորհրդի անդամներ Արման Աբովյանը, Իվետա Տոնոյանը, Շաքե Իսայանը և Արմեն Մանուկյանը: Ռուսական կենտրոնի բացման հանդիսավոր արարողությանը ներկա էին Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանը, ԱՀ ԱԺ նախագահ Արթուր Թովմասյանը, Ստեփանակերտի քաղաքապետ Դավիթ Սարգսյանը, մշակույթի գործիչներ, բազմաթիվ հյուրեր:
 
Գագիկ Ծառուկյանի աջակցությամբ հիմնադրված Ռուսական կենտրոնի գործունեությունը նպատակաուղղված է լինելու ռուսաց լեզվի, ռուսական մշակույթի և պատմության մասսայականացմանը, կրթության ոլորտում երկխոսության և սերտ համագործակցության զարգացմանը։ ԲՀԿ քաղխորհրդի անդամ Իվետա Տոնոյանը ներկաներին է փոխանցել Գագիկ Ծառուկյանի ողջույնի խոսքը, շեշտել, ռուսաց լեզուն տարբեր ժողովուրդներին համախմբող կարևորագույն գործոններից մեկն է։ <<Ռուսաց լեզուն տարբեր ժողովուրդների շփումը հեշտացնող, տարբեր պետությունների քաղաքացիների, տարբեր մշակույթներ կրող ժողովուրդների միջև հաղորդակցություն ապահովող կարևորագույն միջոց է։ Այս առումով ռուսերենը բացառիկ դեր ունի ժողովուրդների միջև երկխոսության և փոխըմբռնման գործում։ Այն հեշտացնում է ոչ միայն կենցաղային շփումը, այլև գիտակրթական և մշակութային առաջընթացի կարևորագույն գործոն է, և այս կենտրոնն իր ուրույն դերակատարումն է ունենալու այս հայ-ռուսական հարաբերությունների ամրապնդման գործընթացում>>,-նշել է Իվետա Տոնոյանը:
 
ԲՀԿ ներկայացուցիչները ևս մեկ անգամ բարձր են գնահատել Արցախում ռուսական խաղաղապահ առաքելության դերակատարումը և շեշտել, որ Արցախում հարատև խաղաղության ապահովման գործում ռուսական խաղաղապահ առաքելությունը չունի այլընտրանք։
