«Հայկական պետությունը պետք է կարողանա վերականգնել սեփական ինստիտուցիոնալ խորությունը և պետական ապարատի կարողությունները բարձրացնել որակական նոր մակարդակ»։

Իր «Ազգային պակտը» հոդվածում այս մասին գրում էր «ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանը։

Նրա խոսքով , սակայն, սա հնարավոր չէ, քանի որ գործող սահմանադրության պայմաններում, որը դիկտատուրական լիազորություններ է տալիս մեկ անձի՝ անկախ նրա կառավարչական որակներից, այդ անձը ընտրված լինելով բնակչության համեմատաբար աղքատ և պակաս կրթված մեծամասնության կողմից և չունենալով իրական քաղաքական հակակշիռներ, մշտապես շահագրգռված է լինելու վերարտադրելու սեփական տեսակը՝ հնարավոր բոլոր միջոցներով։

Արդյունքում, հասարակության պակաս կրթված մասը գերիշխելու է կրթված և առաջադեմ մասին՝ արգելափակելով երկրի զարգացումը և պարբերաբար երկիրը վերադարձնելով նույն ճգնաժամին, որը մենք ունենք հիմա։ Ամիսներ անց կրկին հայ հանրության առջև հառնում է Ավետիք Չալաբյանի այս խոսքերի իրավացիությունը։ Հասարակական, քաղաքական գործիչը նշում էր, որ եթե մենք ցանկանում ենք դուրս գալ այս փակ շրջանից, պետք է փոխենք սահմանադրությունը և նրանում ներառված իշխանության առերևույթ ժողովրդավարական մեխանիզմները, հակակշռենք ամուր ինստիտուցիոնալ հակակշիռներով, որոնք ձևավորվում են մերիտրոկրատական՝ այսինքն արժանիքների վրա հիմնված սկզբունքներով։

Խորհրդարանական արտահերթ ընտրություններն ապացուցեցին, որ բացառապես ժողովրդավարական մեթոդներով և առերևույթ մեթոդներով անհնար է վերականգնել պատերազմում խարխլված երկրի հեղինակությունը և հզորությունը և դրա համար պետք է ամուր ինստիտուցիոնալ հակակշիռներ, իսկ իշխանության ղեկին պետք է լինեն արժանիքներ ունեցող մարդիկ, որոնք նաև արժեքներ փոխանցեն նույն այս հանրությանը։

Ըստ Չալաբյանի՝ «Ազգային պակտը» պետք է ի վերջո պատասխան տա կարևորագույն մի հարցի. ո՞րն է պատմական հայրենիքում հայկական ազգային պետության առաքելությունը, կամ հանուն ի՞նչ պարզագույն նպատակների պետք է հայ մարդը պատրաստ լինի զրկանքներ կրել և տոկալ իր պատմական հայրենիքում։

Հայ հանրությունը այժմ ապակողմնորոշված է, կորցրել է իր ուղենիշները և պետք է նորոգել ոչ միայն հանրության տնտեսական և կրթական մակարդակը, այլ նաև հստակ ուղենիշներ սահմանել հանրության համար։

Ցավալիորեն, այս պահին չափազանց քիչ մարդիկ են զբաղված այս կարևորագույն գործով, սակայն միայն այդպես կա փրկություն թե՛ Հայաստանին և թե՛ հայ ժողովրդին։
