Էդուարդ Բաբայանը շնորհավորական ուղերձ է հղել Անկախության31-ամյակի առթիվ, որում ասվում է.

1991թ. սեպտեմբերի 21-ին հայ ժողովուրդը վճռեց ապրել անկախ ու ինքնիշխան Հայաստանի Հանրապետությունում: Հաղթական ճանապարհով ձեռք  բերված անկախությունը, սակայն, հայ ժողովուրդը պահպանեց բազում փորձություններով, ցավոք, նաև պարտությամբ ու մինչ օրս շարունակվող կորուստներով: Հայ ազգի համար այս խորհրդանշական օրով ցանկանում եմ առաջին հերթին իմ խորին հարգանքն ու խոնարհումը հայտնել անկախության ձեռքբերման և պահպանման ճանապարհին իրենց կյանքը զոհաբերած մեր հայրենակիցների հիշատակին: Նրանց անձնվեր պայքարի շնորհիվ մենք այսօր նշում ենք Հայաստանի Հանրապետության Անկախության օրը:

ՀՀ Անկախության օրվա առթիվ առանձնահատուկ ուզում եմ անդրադառնալ մեր հայրենիքի սահմաններին ծառայություն իրականացնող զինվորներին և սպայական անձնակազմին: Ձեզ է վստահված մեր հայրենիքի անվտանգության ու պաշտպանության նվիրյալ և բարդ աշխատանքը: Մաղթում եմ բոլորիդ ուժ, առողջություն, անկորուստ ու խաղաղ ծառայություն:

Հարգելի՛ հայրենակիցներ, մեր երկրի համար այս բախտորոշ ժամանակահատվածում բոլորս պարտավոր ենք լինել համախմբված և զգոն, պետք է գիտակցենք, որ հայրենիքը սկսվում է սահմանից և մեր երկրի առջև ծառացած առաջնահերթ խնդիրը անվտանգության ապահովումն է: Միաժամանակ ստեղծված իրավիճակում բոլորս պետք է շարունակենք կատարել մեր ամենօրյա  բարեխիղճ ու հայրենանվեր աշխատանքը՝ ի բարօրություն Հայաստանի Հանրապետության:  ՀՀ հարգելի´ քաղաքացիներ և աշխարհասփյուռ հայություն,

Ստեղծված իրավիճակում կայունություն և խաղաղություն եմ ցանկանում մեր հայրենիքի սահմաններին, ուժ և համբերություն հայ ժողովրդին: Հայ ազգի համար այս հիշարժան օրով ուզում եմ չկորցնենք լավատեսությունը, վստահ լինենք որ համազգային ներուժի գործադրմամբ կհասնենք  անվտանգ ու հզոր, ժամանակակից ու զարգացած Հայաստանի Հանրապետության կայացմանը:
