Թուրքիայի հետ հարաբերությունների կարգավորման հարցով Հայաստանի ներկայացուցիչ Ռուբեն Ռուբինյանի հետ, ինչպես հայտնի է, պետք է նաեւ աշխատանքային խումբ աշխատեր՝ փորձագետներ, որոնք կլրացնեին Ռուբինյանի գիտելիքների ու փորձի պակասը: Այն պետք է կազմվեր դիվանագետներից ու ԱԳՆ աշխատակիցներից: Այդ մասին հայտարարել է թե՛ Ռուբինյանը, թե՛ Նիկոլ Փաշինյանը։ Սակայն, ի պատասխան լրատվամիջոցների հարցումներին, արտաքին գործերի նախարարությունը տեւական ժամանակ է՝ չի գաղտնազերծում այդ խմբում ներգրավված կոնկրետ անունները՝ պատճառաբանելով, թե անձնական տվյալներ տրամադրել չեն կարող, կարող են տրամադրել, եթե ունենան տվյալ մասնագետների համաձայնությունը։ Այսինքն, մեր երկրի ու ժողովրդի համար բախտորոշ հարցերը վճռող անձանց շրջանակն անգամ գաղտնի են պահում հանրությունից:

Հայտնի է միայն, որ խորհրդատվական այդ խումբը ձեւավորվել է ԱԳՆ սահմանակից երկրների վարչության հիման վրա, ինչպես նաեւ քննարկումներ են անցկացվում ոլորտային փորձագետների հետ։ ԱԳՆ մեր աղբյուրների փոխանցմամբ, հայ-թուրքական հարաբերությունների կարգավորման հատուկ բանագնաց Ռուբինյանի գլխավոր խորհրդատուն Իրանում Հայաստանի դեսպան Արսեն Ավագյանն է, որն անցած տարվա հոկտեմբերին է դեսպան նշանակվել, իսկ մինչ այս` երկար տարիներ ղեկավարել է հիշյալ՝ ԱԳՆ սահմանակից երկրների վարչությունը: Նա մասնագիտությամբ թուրքագետ է։ Նրանից բացի, նույն վարչությունից այլ թուրքագետներ էլ են ներգրավված խմբում։

Մեզ ասացին, որ գործընթացում ակտիվ դերակատարում ունի նաեւ հայ-թուրքական հարաբերությունների կարգավորման ջատագով, ՀՀ առաջին նախագահի խորհրդական Ժիրայր Լիպարիտյանը, որն ուղիղ հարաբերվում է Նիկոլ Փաշինյանի հետ եւ ուղիղ էլ խորհուրդներ է տալիս նրան։
