Սյունիքի մարզի Ներքին Հանդ բնակավայրում Հայաստանի մարդու իրավունքների պաշտպանի աշխատակազմի աշխատանքային խմբի փաստահավաք աշխատանքների և իրականացրած հանդիպումների արդյունքում ՀՀ կառավարություն առաջարկ է ներկայացվել, որ պաշտպանության նախարարությունը ճանաչողական-բացատրական աշխատանքներ կատարի համայնքի բնակիչների հետ: Այս մասին «Արմենպրես»-ի հարցմանն ի պատասխան հայտնել է ՀՀ մարդու իրավունքների պաշտպան Քրիստիննե Գրիգորյանը՝ նշելով, որ ժամանակին նախազգուշացնելու և իրավիճակի վերաբերյալ բացատրություններ ներկայացնելու պարագայում կամրապնդվի բնակիչների մոտ համոզմունքն առ այն, որ ՀՀ Զինված ուժերը տիրապետում են իրավիճակին և կարող են լիովին երաշխավորել բնակիչների անվտանգությունը։

Վերջերս շատ են Ներքին Հանդի վերաբերյալ տարաբնույթ նորությունները: Կարո՞ղ եք հստակ ներկայացնել ՀՀ ՄԻՊ աշխատակազմի արագ արձագանքման խմբի կողմից արված վերլուծությունների և հետեւությունների հիման վրա Ձեր դիրքորոշումը:

Նախ և առաջ կցանկանայի արձանագրել, որ վերջին շրջանում մամուլի տարբեր միջոցներով տարածվող մեկնաբանություններն այն մասին, որ Ներքին Հանդի վերաբերյալ փաստահավաք այցի արդյունքներով հերքվել է ՊՆ հայտարարությունը, խեղաթյուրում է իրականությունը։ Սրանում կարելի է համոզվել այցի արդյունքներով արված մեր հայտարարությունը ընթերցելիս։

Ներքին Հանդ բնակավայրում մեր փաստահավաք այցի ընթացքում բնակիչների հետ հանդիպումների ժամանակ բնակիչները նշել էին, որ իրենք նոր են տեսել ադրբեջանական զինվորականների շարժը խնդրո առարկա դիրքում։ Բնակիչներն իրենց մտահոգությունն էին հայտնել, որ որպես արոտավայր իրենց կողմից օգտագործվող գերեզմանատան, Հայրենական պատերազմի զոհերի հիշատակին նվիրված հուշակոթողի ու Շինատեղ կոչվող գյուղատեղիի հարակից տարածքները դիրքերի նշանառության տակ են։ Որոշ գյուղացիներ անհանգստություն էին հայտնել իրենց տնամերձ հողատարածքի կամ այգիների օգտագործման համար հնարավոր ռիսկերի վերաբերյալ։

Մեր խումբը նաև արձանագրել էր, որ 2022 թվականի մարտի 16-ին Ներքին Հանդ բնակավայրում բնակիչների հետ հանդիպել են Սյունիքի մարզպետը և ՊՆ հրամանատարական կազմի ներկայացուցիչներ։ Բացի այդ, այս օրերին բնակիչների հետ պարբերաբար հանդիպումներ են իրականացրել Կապան համայնքի ղեկավարն ու նրա տեղակալները։

Բնակիչների հետ հանդիպումների արդյունքում կառավարություն ներկայացված մեր առաջարկություններում ներառել ենք նաև առաջարկություն, որ պաշտպանական գերատեսչությունը, համագործակցելով տարածքային կառավարման ու տեղական ինքնակառավարման մարմինների պաշտոնատար անձանց հետ, պետք է ճանաչողական-բացատրական աշխատանքներ կատարի համայնքի բնակիչների հետ՝ ժամանակին նախազգուշացնելով և ներկայացնելով իրավիճակի վերաբերյալ բացատրություններ՝ ամրապնդելով բնակիչների մոտ համոզմունքը, որ ՀՀ Զինված ուժերը տիրապետում են իրավիճակին և կարող են լիովին երաշխավորել բնակիչների անվտանգությունը։

Նման շփումը կարևոր է բնակչության մոտ պատշաճ հոգեբանական վիճակի ապահովման, շփման գոտուն մոտ տեղակայված ու առավել խոցելի համայնքներում իրապես համայնք-բանակ պատշաճ կապի ստեղծման առումով։

Մեր հանդիպումները ցույց են տվել, որ բնակիչները նման շփման կարիք ունեն, ինչն իր հերթին կկանխարգելի սոցիալական մեդիայով ու մամուլով տարածվող մանիպուլյատիվ տեղեկություններին (այդ թվում՝ հակառակորդի կողմից) բնակիչների տրվելու հնարավորությունը։
