«Ժողովուրդ» օրաթերթը գրում է. «Ժողովուրդ» օրաթերթի տեղեկությունններով՝ Երևանի քաղաքապետարանում արշալույսներն այդքան էլ խաղաղ չեն: Նախկին քաղաքապետ Հայկ Մարությանի հեռանալուց հետո քաղաքապետարանում ճամպրուկային տրամադրություն է: Քաղաքապետարանի տարբեր վարչության պետերը, իրերը հավաքած, սպասում են՝ ինչ որոշում կկայացնի նորընտիր քաղաքապետ Հրաչյա Սարգսյանը՝ կորոշի պահել, թե աշխատանքից ազատել Մարությանի «կադրերին»: «Քաղաքապետարանում «ստոպ» իրավիճակ է, ոչ ոք չգիտի գլխի գալիքը:

Մի կողմից՝ համավարակը, որ քաղաքապետարանի մի շարք աշխատակիցների է պատուհասել, մյուս կողմից՝ մինչև այս պահը փոխքաղաքապետեր չունենալն ու նոր նշանակումներ չանելը Մարությանի նշանակած վարչության պետերի մոտ անհասկանալի իրավիճակ է ստեղծել: Չգիտեն՝ ի վերջո գնալու, թե մնալու են»,- ասաց մեր զրուցակիցը: Ինչ վերաբերում է փոխքաղաքապետերի հարցին, ապա, ըստ «Ապրելու երկիր» կուսակցության համահիմնադիր, քաղաքապետ Հրաչյա Սարգսյանի նախկին թիմակից Մեսրոպ Առաքելյանի, քաղաքապետը փոխքաղաքապետեր նշանակելու ժամկետները խախտել է, ու անգամ այժմ քաղաքապետի տեղակալներ նշանակելը «Հանրային ծառայության մասին» օրենքի խախտում կլինի:

«Երևանի քաղաքապետի տեղակալների նշանակումը կատարվում է քաղաքապետի պաշտոնի ստանձման օրվանից մեկ ամսվա ընթացքում՝ համաձայն «Հանրային ծառայության մասին» օրենքի։ Այսինքն՝ հունվարի 25-ից հետո այլևս չեն կարող նշանակվել Երևանի քաղաքապետի տեղակալներ»,- գրել է Առաքելյանը։
